Description

NA This project has two qualification lanes and multiple tactical lanes. With options, scope includes timber harvesting, sand-filled wall Shoot House, 3 station breach bay, 10 moving infantry targets, 215 stationary infantry targets in clusters, 8 hard wired moving armor targets, 50 stationary armor targets, 11 battle positions, and 10 machine gun bunkers. Facilities include Control Bldg, AAR Bldg, Storage & Maintenance Bldg, Battery Storage/charging Bldg, crushed rock tank trails, low water crossings, primary electric, hard wired camera towers, ordnance removal, and site improvements. Excluding the Shoot House, buildings have standing seam metal roofs and are brick or block and site improvements. Heating and air conditioning will be provided by self-contained systems including 2 earth-coupled heat pump systems. Supporting facilities include utilities, electrical distribution, fiber optic communications, copper pair t elephone lines, 2 septic fields, sewage lagoon connection, water line, service roads, security fencing, storm draining, numerous permanent sediment ponds, erosion control (seeding, etc.) and site improvements. Estimated Cost Range: $25,000,000.00 to $50, 000,000.00. Construction Duration is 600 calendar days. The North American Industrial Classification System (NAICS) code applicable to this project is 237310. Small Business Size Standard is $28,500,000.00 and will be advertised UNRESTRICTED. Bids from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. Fort Worth District??????s goals are that a minimum of 57.2% of the contractor??????s total intended subcontracted amount be plac ed with small businesses (including small disadvantaged and woman-owned businesses); 8.9% of the total subcontracted amount be placed with small disadvantaged businesses; 8.1% of the total subcontracted amount be placed with woman-owned businesses; 3.0% fo r Service-Disabled Veteran-Owned Small Business; and 3.0% of the total subcontracted amount be placed with HUBZone businesses. Solicitation to be issued on or about 6 August 2003. Bid Opening on or about 8 September 2003. The plans and specifications ha ve been placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5?????? diskette, CD-ROM and/or t he Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor??????s responsibility to check the following address daily for any posted changes to this solicitation.
