- NA NOTE: Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: Construction o f Repair Sinkhole, Military Ocean Terminal, Sunny Point, North Carolina. The work shall consist of but is not limited to excavation, grading, erosion control, preparation and placement of below ground grout material, and repairs/replacement of railroad lin es. The work issued under this contract will be Firm Fixed Price Construction (FFP-D). The contract shall include options. The contract will be solicited and procured using a Low Price Technically Acceptable (LPTA) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. The technical proposal will be evaluated using the following factors: Factor 1: Past Performance and Factor 2: Corporate Relevant Specialized Experience. Offerors shall be evaluated on Construction contracts successfully completed or substantially completed in the last three years with the majority of the contracts performed falling within the range of $750,000 to $2,000,000. Evaluation criteria (factors) will be rated using the following rating scheme: YES-NO Ratings. Where the specific evaluation sheets indicate a YES-NO rating these items shall be treated as information items. They are i ncluded in the evaluation worksheets to assure a similar focus among the evaluators and to ensure that individual evaluators do not overlook proposal information provided. Go Ratings. The technical proposal conforms completely to the solicitation requireme nts and presents low risk to the Government. No Go Ratings. The proposal does not meet the minimum levels of acceptability and presents an unacceptably high risk to the Government. Pricing will not be scored. Prices submitted will be evaluated for reasonab leness and understanding of the Scope of Work. Award will be made to that Offeror whose proposal is technically acceptable and has the lowest price that is determined to be fair and reasonable. Offerors are reminded that while the Government may elect to c onsider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solic itation will be issued in electronic format only and will be available on or about 1 August 2003 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, fa xes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
