Description

NA Contract work consists of a base bid to place approximately 3.1 million cubic yards of beachfill in Atlantic City, New Jersey and will include six separate options. Options 1, 2, and 3 are to place an additional 250,000 cubic yards of beachfill per option, if awarded, in Atlantic City. Option 4 is to place approximately 1.31 million cubic yards of beachfill in Ventnor City, New Jersey, if awarded. Options 5 and 6 are included to place an additional 100,000 cubic yards of beachfill per option, if awarded, in Ventnor City. The Base Bid and Option 4 project work also includes, in addition to beachfill: the demolition of various timber piles; the extension of storm water outfalls including pipe support systems; the construction of pedestrian, vehicle, and han dicap dune crossovers; planting dune grass; providing sand fencing; and the relocation of various existing structures to accommodate the new beachfill and dunes. The borrow area for the beachfill material is located northeast of the project location, in th e vicinity of Absecon Inlet. The NAICS Code for this project is 237990 and the small business size standard is $17.0. To be considered small for purposes of this procurement, a firm must perform at least 40 percent of the volume dredged with its own equi pment or equipment owned by another small dredging concern. The period of performance for this contract will be a total of 300 calendar days from NTP (200 calendar days for the base and options 1,2 & 3 and an additional 100 calendar days if option 4 is awa rded). Estimated range of the project is between $10,000,000.00 to $25,000,000.00. Issue date for this solicitation is on or about August 04, 2003 with bid opening date scheduled for on or about September 3, 2003, 2:00 PM EST. This procurement is unrestri cted. Solicitation documents will be available for downloading from the Internet at the following address: https://ebs.nap.usace.army.mil on or after issue date of the solicitation. The official media of distribution for this solicitation is WEB-ONLY. N o written or faxed requests will be accepted. Interested contractors should register on the web page. If any registration information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Intern et. Failure to make changes in their user profile may cause a delay in receiving notification of the solicitation and amendments. Bidders are responsible for printing paper copies of the solicitation. All amendments to this solicitation will be posted to the Internet at the above address. Hard copies of the amendment will not be furnished. It is the bidders responsibility to monitor the web page for any amendments to this solicitation. The contractor must be registered in the DODs Central Contractor Re gistration database as required by DFARS 204.7300 and comply with VETS 100 annual reporting as required by FAR 22.1310(b) prior to award. Instructions will be included in the solicitation package. Award will be made as a whole to one bidder and liquidate d damages will be specified. Davis Bacon rates will be applicable and insurance and bonding is required. Affirmative Action to ensure equal opportunity is applicable to the resulting contract.
