- NA D- Maintenance of EADS Telecom Company Point Span Phone System, USACE, Sacramento District, 1325 J Street, Sacramento, CA 95814. Sources Sought/Notice of Intent to negotiate with one source. The proposed contract action is for commercial services, which the Government intends to solicit and negotiate with EADS Telecom North America, Addison, TX, under the authority of FAR 6.302, an d will be conducted as per the Test Program for Certain Commercial Items in FAR 13.5, unless as a result of analysis of acceptable responses to this notice a determination is made by the Government to issue a competitive request for quotations. EADS Telec om North America is the sole source able to provide these services and the system provided by them is proprietary . EADS is the only source available to service their own equipment. EADS does not authorize any other manufacturers or service companies to provide or service their equipment. Their software is also proprietary. The system is as follows: Point Span Seller- Integrated Terminal Equipment Telephone System and Interface Sets (ITE); Seller Analog Commercial Standard Telephone Equipment (STE) wi th Port Cards. The following services are required: A dedicated on-site Customer Service Technician (CST) who is able to interact directly with the EADS Telecom National Technical Support Center (NTSC) in Dallas, Texas for 24X7 coverage and support. The technician must be certified to EADS standards at the Operation and Maintenance (O&M) I and II levels at Intecom's Technical Training Center for the Sacramento District's Point Span system. The technician is required to be fully trained to EADS standards in the installation, integration, and implementation of the system. The technician will be required to perform all maintenance and preventive maintenance in accordance with EADS specifications for the system and will interact directly with the NTSC in D allas, Texas. The EADS-certified technician will also perform all moves, adds, and changes (MACs) and will be expected to work between the hours of 8 AM and 5PM Monday through Friday. All interested persons may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
