- This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. Interested parties responding to this synopsis should identify their response under LAQ031066. This is not a request for proposal and in no way obligates the Government to award a contract. The U. S. Department of the Interior (DOI), Bureau of Land Management (BLM), Glennallen Field Office (GFO) is seeking sources capable of providing a wide array of recreational and administrative facilities maintenance, plus road and trail maintenance on BLM lands within the Copper River Basin, and the Juneau Minerals Information Center is seeking sources capable of providing administrative facilities maintenance at their site in Douglas, Alaska. BLM intends to perform a cost comparison, pursuant to OMB circular A-76 and the BLM Competitive Sourcing 2003 Express Review Guide in order to determine the most cost-effective service provider. Accordingly, a contract may or may not be made in accordance with OMB Circular A-76 and all other applicable DOI and Government acquisition regulations. The requirement falls under NAICS code 561210 Facilities Support Services. General Information: The Glennallen Field Office administrative site is composed of six office buildings, two housing units, three seasonal housing units, a shop building/garage, fuel storage building, recreation cashe building/garage, three storage buildings, two pump house buildings and a radio house. Recreation facilities include four campgrounds (150 campsites), three remote administrative cabins, six remote cabins/historical sites, 300+ miles of trail, six miles of boardwalks and 30+ trail heads (signs/kiosks, etc.). Services involve facilities, recreation, and road maintenance including, but not limited to, grounds keeping, carpentry, electrical, heating, ventilation, plumbing, campground, trails, roads, and grounds maintenance. The Juneau Minerals Information Center is located in Douglas, Alaska on an island near the city of Juneau. The 3 acre site includes five large buildings, one shed, parking lot, ramp and causeway. The main office building is a two story concrete structure. Specific tasks for these services include: 1) In Glennallen - maintaining administrative facilities which includes maintaining grounds, ice and snow removal, maintaining water systems, performing carpentry/construction duties, painting, performing electrical work, maintaining heating and ventilation systems, roadway repair (potholes) and performing plumbing work. In Juneau - maintaining the office complex which includes performing carpentry duties, painting, ice and snow removal including snow plowing of the parking lot, ramp and causeway, performing plumbing work, installation and repair of signs, and grounds maintenance including mowing, and trimming; 2) Maintaining recreation sites, within the Glennallen Field Office jurisdiction, includes tree felling and slash removal, brush removal, outhouse repairs, carpentry, trail construction, kiosk maintenance at trailheads, roof repairs, construction, roadway repair on access driveways and within campgrounds, and general annual and deferred maintenance.
