- This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. Interested parties responding to this synopsis should identify their response under LAQ031067. This is not a request for proposal and in no way obligates the Government to award a contract. The U. S. Department of the Interior (DOI), Bureau of Land Management (BLM), Northern Field Office (NFO) and Anchorage Field Office (AFO) are seeking sources capable of providing a wide array of recreational and administrative facilities maintenance, plus road and trail maintenance within the areas of jurisdiction of the two field offices. BLM intends to perform a cost comparison, pursuant to OMB circular A-76 and the BLM Competitive Sourcing 2003 Express Review Guide in order to determine the most cost-effective service provider. Accordingly, a contract may or may not be made in accordance with OMB Circular A-76 and all other applicable DOI and Government acquisition regulations. The requirement falls under NAICS code 561210 Facilities Support Services. General Information: The Northern Field Office has remote facilities located in Tok, Chicken, Eagle and the Fortymile Region of Alaska. There are 250 miles of trail, 18 miles of road, three campgrounds, one parking area with two trailheads, 12 waysides, and 13 cabins. The Anchorage Field Office has remote facilities located in Unalakleet, Alaska and along the National Historic Iditarod Trail and two facilities in Anchorage. The administrative site is an approximately 90,000 sq. ft. compound located within the 700 acre BLM managed Campbell Tract Facility. There is a concrete block building that house the staff, a warehouse, shop, ATCO's, perimeter fencing and 2 transmitter/receiver sites. The Campbell Creek Science Center (also located on the 700 acre site) is an 11,000 sq. ft. area that includes the main office/classroom, library, commercial kitchen, 300 gal. Aquarium and 2 detached garages. Specific tasks for these services include: 1) The Anchorage Field Office facilities maintenance includes maintaining grounds, ice and snow removal from parking lots, roads and walkways, maintaining water systems, maintaining the sewer lagoon, performing carpentry/construction duties, painting, performing electrical work, maintaining boiler/heating and ventilation systems, road maintenance, grounds keeping, roof repairs, and performing plumbing work. The Northern Field Office facilities maintenance includes maintaining grounds, painting, minor construction modifications, removal of trash and brush, performing electrical work, roof repairs, performing plumbing work, maintaining water systems, snow removal, and outhouse maintenance at the various remote facilities; 2) Construct and maintain recreation sites, within the Northern Field Office jurisdiction, which includes monitoring visitor behavior, general campground maintenance (outhouse, fire grills, picnic tables, signs, barrier posts, parking areas, etc.), performing plumbing, constructing and maintaining trails and trailheads, picking up litter, removing trash, minor carpentry, painting, snow removal, cleaning culverts, supplying firewood and cleaning chimney's.
