- The National Park Service (NPS) and the U.S. Fish and Wildlife Services (USFWS) are soliciting proposals for the purpose of entering into a professional services firm fixed price contract for the identification and documentation of American Indian ethnographic resources within and near Grand Teton National Park (GRTE) and the National Elk Refuge (NER). Specifically, the areas of interest covered by this solicitation are the following: All locales and physiographic features within the park and refuge boundaries; and All locales and physiographic features near or related to park and refuge boundaries (e.g. trails, vision quest sites, etc.) that may affect, or be affected by, NPS and USFWS management actions. Although the major emphasis in this solicitation is on GRTE and the NER, it is understood that it may be necessary to collect data covering areas outside the park and refuge in order to provide a meaningful cultural context for analysis. To provide this context, it may be necessary to collect data for areas that may or may not be visible from or directly within the park or refuge but which can be shown shown to have a strong association with ethnographic resources within the park or refuge. The following factors, listed in descending order of importance, are considered significantly more important than price and will be used to determine the offeror's level of capability. A. Technical Excellence 1. Regional experience and familiarity with Native American tribes in this area. 2. Demonstrated knowledge of the location of major repositories of ethnographic data and knowledge of contemporary ethnographic resource issues. 3. Appropriateness of proposed methodology to collect and analyze existing (published, unpublished, archival) data. 4. Appropriateness of proposed methodology to: a) identify knowledgeable Native American consultants, if needed; b) conduct interviews; and c) to record, analyze and store information. 5. Appropriateness of the schedule of proposed activities and allotments of time and effort by individual by task. 6. Appropriateness of professional consultants and/or other specialists (if proposed) to aid in data collection and analysis. 7. Demonstrated understanding of laws and regulations related the need for Native American consultation and of NPS Ethnographic Resource guidelines, particularly as found in NPS-28 (National Park Service Cultural Resource Management Guideline). B. Organizational Qualifications 1. Past record of performance in meeting and completing contracts in an acceptable and timely manner. 2. Past experience with ethnographic resource assessment work. 3. Organizational capability to conduct fieldwork, conduct appropriate data collection methods, and prepare a final report. C. Personal Qualifications and Experience 1. Educational background, regional expertise, and pertinence of work experience of the Principal Investigator. 2. Educational background and pertinent work experiences of the Project Anthropologist. 3. Educational background and pertinence of work experience of all appropriate personnel including professional consultants, if any. Writing ability of the proposed author(s) as evidenced by selected previous work. A sample of previously prepared contract documents is preferred. Management 1. Description of the proposed work methods and procedures, including any fieldwork, specialized analyses, form completion (if proposed as part of the methodology), and final write-up. 2. Realistic nature of distribution of time and project scheduling based on required work. The solicitation documents will be available both electronically and in hard copy on or about August 1, 2003.
