Description
This announcement is for informational purposes only. The Naval Air Systems Command (NAVAIR) intends to conduct a competition, on a limited basis, to qualify and procure an On-Board Oxygen Generating System (OBOGS) concentrator, herein referred to as the Molecular Sieve Oxygen Concentrator (MSOC), that will retrofit Liquid Oxygen (LOX) systems in the C-2A, E-2C, EA-6B, and F/A-18 (lots 8 through 12), and be backward compatible with F/A-18 (lots 13 and up). The MSOC removes nitrogen from the air and provides the resulting oxygen enriched air as a breathing gas to the aircrew member. This requirement includes non-recurring engineering, technical data, and the procurement of approximately 350 MSOC units. Competition for this procurement will be limited to four vendors based on the results of the previous full and open competition (N00421-02-Q-0014) in which four (4) vendors were awarded a contract to design, develop and deliver MSOC prototype units. The four (4) vendors are: Carleton Technologies Inc. of Orchard Park, NY, Essex Cryogenics of St. Louis, MO, Honeywell Normalair-Garrett Ltd. of Yeovil, UK, and Litton Life Support Systems of Davenport, IA. The testing results from the prototype purchase will be used during this follow on contract provided that the principle concentrator technology has not been significantly altered. A draft copy of the Statement of Work and Specification documents will be provided to each of the four vendors on or about 1 August 2003 for review and comment.
