- NAICS Code: 334516 The U.S. EPA, National Risk Management Research Laboratory, located in Research Triangle Park, NC plans to use simplified acquisition procedures to acquire a Data Acquisition and Control System. The contractor shall provide electronics, software and custom programming to control automated adsorbent tube desorption and refocusing system used in analyzing samples collected for biogenic VOC emissions study. This procurement will be processed using full and open competition under authority of FAR Part 13 using an on-line reverse auction to be facilitated by a third-party, FedBid.com. Any firm believing itself capable of meeting the requirements may submit a proposal to the U.S. EPA using the online exchange located at www.fedbid.com. The auction will be conducted on a competitive best value basis. The best value to the Government will be evaluated using price and other factors and will ultimately be determined offline. Offerors will submit a series of quotes that descend in price during the specified period of time.
