Description
NASA/GRC has a requirement for the following items: Item 1. 1 ea. Princeton Instruments PIMAX 1KHB-Unigen 8109-0002 ICCD camera system with thermoelectrically cooled head, part no. 7467-0002 with following specifications: 1024x1024 pixels, 13x13 micron pixel size, front-illuminated grade 1 detector, 1:1 fiberoptic bonded 18 mm Gen III image intensifier with < 5 ns gating, sealed operation no N2 purge required, includes 15' cable part no 6050-0336. Item 2. 1 ea. F-MNT-PIMAX F-mount lens mount for above camera, part no 7389-0002. Item 3. 1 ea. P43 Phosphor for intensifier, part no P43. Item 4. 1 ea. ST-133A-PTG-DUAL camera controller,part no 7438-0001. Camera controller with following specs: dual 16 bit 100 kHz and 1 MHz ADC, programmable timing generator, USB 2.0 interface. Item 5. 1 ea. USB2-5M, high speed USB 2.0 communications port using USB 2.0 protocol and 5 meter cable, part no 7493-0001. Item 6. 1 ea. WinView/32 PIMAX, part no. 4412-0046, MS Windows based acquisition software including S/W controlled safemode, temp settings, intensifier gain, auto boxcar/lifetime measurement, master/slave timing synchronization, averaging.( Additional specifications for camera system that are critical: Gen III intensifier needs to have QE > 11% between 200 and 900 nm, be fiber-optic faceplate coupled at a 1:1 ratio, have 64 lp/mm resolution for the intensifier, have a gate speed of better than 5 ns (optical FWHM). Additionally,the camera system controller must be able to provide a sustained repetion rate of 1 kHz and include a fast vertical row shift of at least 12 microseconds. Controller must also provide on-board timing and delay pulse generation with complete software control with at least 50 ps gate resolution, 0.1 Hz to 1 MHz pulse rep rate for master oscillator, user selectable polarity, threshold and impededance. USB 2.0 interface for connectivity with standard computers without requiring an additional controller card. Software must provide LabView drivers for user defined custom data acquisition system programming.) NASA/GRC intends to purchase the items from Roper Scientific, 3660 Quakerbridge Rd., Trenton NJ 08619; under the authority of 10 U.S.C. 2304(c)(1)-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Justification for the sole source is that an in-house facility laser diagnostics software system that controls the existing Roper CCD cameras has been developed with much effort and expense to the Government. It is critical that this new ICCD camera system be made by the same manufacturer for assured system compatibility with the existing laser diagnostic system. An alternate vendor will not be able to guarantee 100% compatibility with the existing laser diagnostics system The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 25, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
