- Under solicitation DTMA91-99-R-00044 and resultant contract DTMA1C99204, MARAD acquired education and training services for the purpose of performing the duties of the Emory S. Land Chair at the U.S. Naval War College, Newport, RI. A market survey was conducted in May 2003. One potential offeror responded to the 2003 sources sought synopsis, but was considered unqualified. As no further interest in the procurement has been received since the in CBD/FedBiz Ops Notice of July 24, 2000, or FedBizOpps Notice of May 22, 2003, there is no reason to believe that market conditions have changed. Therefore, the Maritime Administration intends to award a sole source contract to the incumbent Professor Robert K. Reilly for his services filling the Emory S. Land Chair for an additional 10 month period.
