- This is a combined synopsis/solicitation for various commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-03-T-0052 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-27. The requirement will be awarded on a sole source basis to Aero Simulation, Incorporated, Tampa, FL 33605-5941. The NAICS Code for this solicitation is 33431 with a size standard of 750 employees. The following services/supplies are required: This upgrade addresses Trainer System Upgrades and Modifications to the CH-46E Aircrew Procedures Trainer (APT) Device 2F191 located at MCAS New River, NC. The modifications and upgrades to be incorporated in the trainer include: Engine Condition Control System (ECCS) Modification. The ECCS modifications will be incorporated in the MCASMP CH-46E APT. The Engine System of the trainers will be modified to incorporate the new hardware furnished as Government Furnished Equipment (GFE), and the engine system simulation of the trainer will be modified to provide the performance described in the Government-furnished ECCS Modification documentation. A new Engine Condition Control Assembly (ECCA or Quadrant), to be furnished as GFE, will replace the existing Throttle Control Panel in the cockpit. The function of all controls and levers on the ECCA will be simulated including the operation of the Engine Beep Trim switches and the Manual Mode Engage switch located on each Collective pitch lever. The Engine Condition Control Box (ECCB) functions associated with the cockpit control panel will be simulated in software, as will the functions of the Engine condition actuator on the fuel control. Since the ECCB is not available in the cockpit, the operation of the ECCB LEDs will not be simulated. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-3 ALTERNATE 1, 52.212-4, 52.212-5 (Dev) and 252.212-7001. The following clauses of DFARS 252.212-7001(a) and (b) apply: 252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH THE QUOTE: FAR 52.212-3 ALTERNATE 1 AND DFARS 252.212-7000. The following clause also applies: DFARS 252.204-7004, "Required Central Contractor Registration". The DPAS rating for this solicitation is N/A. See Numbered Note 22, which applies (forty-five days is changed to read five days).
