- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested quoters may submit a quotation. *** ***The National Institute of Standards and Technology (NIST) has a requirement for One (1) Broadband Submillimeter Wave Source. The source will be used for absorption measurements in determining the density and temperature of the substituent radicals and molecules in plasmas that are used for etching dielectrics in the semiconductor industry. *** ***All interested quoters shall provide a quote for the following line items: Line Item 0001: One (1) Broadband Submillimeter Wave Source meeting or exceeding the following specifications: (1) Minimum bandwidth 500-600 GHz; (2) Shall be compatible with an existing HP 83624A synthesizer with 20 dBm power output across its operating range of 2-20 GHZ line width. The existing synthesizer will provide the input signal power for the source; (3) Nominal output power 100 microwatts across 500-600 GHz band; (4) Phase noise of –65 dBc at 100 kHz offset from the carner; (5) Source shall not be mechanically tuned. Shall be capable computer-controlled electronic frequency scanning and, frequency modulation at 100 kHz with deviations of 0.5 MHz; (6) Single mode Gaussian output; (7) Portable; (8) Comprehensive user manual and, telephone support shall be supplied and (9) Shall include warranty coverage for the period from delivery to One (1) Year thereafter.*** ***The Contractor shall state the warranty coverage provided for line item 0001.*** ***Delivery shall be FOB Destination and shall be provided within 7 weeks from receipt of an order. As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award shall be made to the offeror whose quote offers the best value to the Government, technical and price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical capability shall be more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation.
