- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote.*** *** The National Institute of Standards and Technology has a requirement for One (1) Laser Interferometer System that can be used to make relative distance measurements along a single linear axis.*** ***All interested offerors shall provide a quote for the following: Line Item 0001: One (1) Laser Interferometer System. The Laser Interferometer System shall meet or exceed the following requirements: (1) Shall include a dual frequency helium-neon laser head and receiver that meets the following specifications: (a) Nominal vacuum wavelength: 633+0.1nm; (b)Vacuum Wavelength Accuracy: 0.1 ppm; (c) Vacuum Wavelength Stability (1 hr): +0.002 ppm; (d) Vacuum Wavelength Stability (lifetime):+ 0.02 ppm; (e) Compatible with total optical path length between interferometer optic and return retroreflector optic of 2 to 4 m nominal (f) compatible with path length change of zero to 1 m; (g) Compatible with path length change velocity range of zero to 500 mm/sec.; (h) Compatible with performing path length difference measurements with uncertainty of +10 micrometer or better; (i) Minimum Beam Output Power : 180 Micro Watt; (j) Maximum Beam Output Power: 1mW; (k) Standard Beam Diameter 6mm; (l) Electrical Power: 120V, 60 Hz and, (m) weigh less than 20 lbs. (2) Shall include control electronics for the laser head/receiver that monitors the Doppler difference between the two laser frequencies as produced by the interferometer optic counts interference fringes as the optical path length between the interferometer optic and the retroreflector reflector optic changes, converts fringe counts into calibrated linear relative distance, and interfaces with PC-based driver software that reports the relative distance measurement. While the electronics, interface, and electronics are to be included, the PC is not to be included. This part of the system shall also meet the following specifications: (a) Interface to PC shall be through USB, PCI, or GPIB; (b) Driver software shall be compatible with the Window 2000 or higher operation system; (c) Compatible with total optical path length between interferometer optic and return retroreflector reflector optic of 2 to 4 m nominal; (d) Compatible with path length change of zero to 1 m; (e) Compatible with path length change of velocity range of zero to 500 mm/sec.; (f) Compatible with performing path length difference measurements with uncertainty and, (g) Of + 10 micrometer or better; (3) Shall include a linear interferometer optic that consists of a beam splitter and reference retroreflector reflector, as appropriate, and provides for optical interference to be produced as required by the laser head/receiver. This part of the system shall meet the following specifications: (a) Wavefront quality of lambda/2 (316.5nm), and (b) Beam diameter 6 mm; (4) Shall include a return corner cube retroreflector optic. This retroreflector optic will be mounted by the NIST on the NIST’s linear translation stage in a vacuum chamber, and will be the only part of the system that moves relative to the others. This part shall meet the following requirements: (a) Wavefront quality of lambda/2 (316.5 nm); (b) Beam diameter 6 mm.; (c) Vacuum compatible in a 10-6 Torr vacuum level and, (d) Weigh less than 100 g. *** ***The Contractor shall state the warranty coverage provided for all items*** ***Delivery shall be provided no later than 90 days after receipt of an order and shall be FOB Destination. As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award shall be made to the offeror whose quote offers the best value to the Government, technical, past performance & price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical capability and past performance shall be more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation. Offerors shall include product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the specifications identified herein. Past Performance will be evaluated to determine the overall quality of the product & service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided and/or the offerors recent and relevant procurement history with NIST or its’ affiliates.*** ***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. *** ***The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions—Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items including subparagraphs: (13) 52.222-3, Convict Labor; (14) 52.222-19 Child Labor – Cooperation With Authorities And Remedies; (15) 52.222-21, Prohibition of Segregated Facilities; (16) 52-222-26, Equal Opportunity; (18) 52.222-36, Affirmative Action for Workers with Disabilities; (21) 52.225-1 Buy American Act –Supplies; ; (24) 52.225-13 Restriction on Certain Foreign Purchases and (30) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
