Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Invitation for Bids; a written solicitation will not be issued. Solicitation Number USSS030031 is issued as an Invitation for Bid (IFB) through Federal Acquisition Circular 01-13. This action is a 100% small business set-aside. The NAICS code is 811118 and the small business size standard is $6.0M. The U.S. Secret Service (USSS) has a requirement for 1.) the installation of 126 light package installations displaying 360 degrees of visibility in Ninety-Eight (98) 2003 Chevrolet Suburbans, Ten (10) 2003 Chrysler 300Ms and Sixteen (16) 2002 Chrysler Concords. In addition, front alternating flashing high beam with high beam override and alternate flashing brake and back up lights with brake light override; and 2.) The installation of 110 Motorola Radio and Siren units. One-Hundred (100) units shall be installed in the 2003 Chevrolet Suburbans, with a disguised antenna, replacing the existing vehicle Radio antenna with an exact replica, modified to allow simultaneous use of the vehicle radio and the Motorola radio; Ten (10) units shall be installed in the 2003 Chrysler 300Ms, utilizing a glass mounted Cellular look-alike antenna. The Contractor, prior to installation of any equipment, shall test the following vehicle systems to verify proper operation: Crank engine, to verify SRS (Airbag); ABS (Anti-lock Brakes); Battery (Alternator); OIL; AMIFM Radio reception on AM and PM stations; A/C (cooling) and blower motor run; Head/Tail Light operation including high beams and brake lights; Turn/Hazard Signal operation; Power Window/Mirror/Lock operation; Power Seat operation; Cigarette Lighter/Power Outlet operation; Horn operation and Interior light, Dome, Dash, Accessory Control Button Illumination (Backlights). After installation, the contractor shall verify proper operation of the vehicle systems listed above. The requirement pertains to the following: Line Item 0001: Provide Light Installation in accordance with the following requirements for the 2003 Suburbans: Five 20" LED Light Sticks with alternating and simultaneous RED/BLUE action., One (1) mounted in center behind grill, One (1) inside windshield above mirror, One (1) inside rear hatch window, One (1) inside each rear side window; Alternate flashing High Beam with High Beam override, alternate flashing Brake and back up light, with Brake Light override; Flasher units will be of Solid State design; A four (4) gang Switch Box will be utilized, Switch 1 Master, Switch 2 LED light stick cut off, Switch 3 High Beam Flasher cut off, Switch 4 Brake light/Back Up light cut off. Switch Box will be labeled (MASTER), (INSIDE), (FRONT), (REAR); and LED light sticks will be individually attached to water tight quick disconnects to facilitate field replacement. Line Item 0002: Provide Light Installation in accordance with the following requirements for the 2002 Chryslers: Two 12" LED Light Sticks with alternating and simultaneous RED/BLUE action, One (1) centered inside windshield behind mirror, One (1) centered inside rear window; Alternate flashing High Beam with High Beam override, alternate flashing Brake and back up light, with Brake Light override; Flasher units will be of Solid State design; A two (2) gang switch, Left switch labeled FRONT; and Right switch labeled REAR; and LED light sticks will be individually attached to water tight quick disconnects to facilitate field replacement. Line Item 0003: Provide Radio Installation (100 each) in accordance with the following requirements for the 2003 Suburbans: Install Radio and Siren unit under back seat; Ensure connections to the Radio and Siren are easily accessible to technician for maintenance purposes; Remove vehicle radio antenna and replace with modified antenna and coupler box to allow simultaneous operation of vehicle and Secret Service radio; Connect siren to vehicle horn through user supplied relay to allow control of siren tones from horn button; Mount Siren Speaker in front of vehicle (hidden) in a manner which allows, maximum sound projection to the front of vehicle; and Provide user with forward/reflected power measurements on each radio installation. Line Item 0004: Provide Radio Installation (10 each) in accordance with the following requirements for the 2003 Chryslers: Install Radio and Siren unit on 3/4" plywood (user supplied) in trunk. Ensure mounting does not interfere with Spare Tire/Jack removal; Ensure connections to the Radio and Siren are easily accessible to technician for maintenance purposes; Install user supplied Glass Mount Cellular disguised antenna; Connect siren to vehicle horn through user supplied relay to allow control of siren tones from horn button; Mount Siren Speaker in a manner, that allows maximum projection of sound towards the front of the vehicle; If mounted under trunk, a rubber grommet must be installed to prevent chafing of the speaker wire; and Mount Siren Speaker in front of vehicle (hidden) in a manner which allows, maximum sound projection to the front of vehicle; and Provide user with forward/reflected power measurements on each radio installation Contractor will provide ALL required equipment and wiring for light installs including miscellaneous connectors . The Contractor will provide wiring schematics for each vehicle after the USSS has completed inspection and acceptance of all vehicles. Contractor will maintain a MASTER copy of the schematics. All like vehicles shall be wired with the same color scheme wiring, NO EXCEPTIONS. The USSS will provide Radios, Sirens, Siren Speakers, relays for siren/horn operation, plywood mounting boards, fused leads and all components relating to the installation of the Radios and Sirens. The USSS will provide all antennas and connectors. Also, the USSS will provide a detailed Standards of Installation after contract award. ALL WORK WILL BE PERFORMED AT THE USSS FACILITY IN THE LAUREL/BEL TSVILLE AREA OF MARYLAND AND MUST BE COMPLETED BY AUGUST 1, 2003. The majority of work will be performed during normal business hours Monday through Friday. On occasion, performance may be required on Saturday and Sunday between normal business hours. The USSS will provide facility access in order to perform duties. This access will be in accordance with established USSS facility access security procedures. Due to the sensitivity of information to be collected, the contractor performing this task must be cleared with the USSS prior to working on this project in any way. Any and all information processed by the contractor as described in this document will be considered sensitive but unclassified (SBU). All contractor personnel working under this contract must possess a security clearance at the Secret level as previously stated. In order to obtain clearance at the Secret level, all contractor personnel are required to complete the required Secret Service and Government forms to gain access to Secret Service facilities and to have access to sensitive information; (SSP 3237- Contract Personnel Access Applications), must present a picture ID to confirm personnel information, and must sign a statement of Non-Disclosure. Copies of all forms will be provided prior to contract award. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2 Paragraph (a) insert: "The Government intends to award a firm, fixed price contract to the responsible, responsive bidder, past performance and price considered. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar services within the last two (2) years. Each reference must include customer's name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as excellent, acceptable, or unacceptable; 52.212-3, Offeror Representations and Certifications- Commercial Items; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
