Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service (NWS), Office of Hydrologic Development intends to negotiate on a sole source basis with The Arizona Board of Regents, University of Arizona, Dr. Hoshin V. Gupta, Tucson, Arizona 85721 to provide support in the research and development for model calibration in improving the NWS river and flash flood forecasting capability. Following are the tasks to be performed: (1) adaptation if Multi-Criteria Optimization code(s) for incorporation into the Advanced Hydrologic Prediction Services (AHPS) software; (2) distributed application of the SCA-SMA model for rainfall-runoff forecasting using NEXRAD precipitation estimates; (3) research into priori estimation for the SCA-SMA model by analysis and extension of Dr. Victor Koren's previous research on this topic; and (4) extension of the priori parameter estimation methodology for regional parameter estimation for lumped and distributed modeling. The period of the contract is anticipated through May 31, 2004. Vendors who believe that can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A fixed-price contract is contemplated for this effort. Affirmative written responses must be received no later than 17 days after publication of this notice.
