Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service (NWS), Office of Hydrologic Development intends to negotiate on a sole source basis with Massachusetts Institute of Technology, Cambridge, MA to provide research support in establishing methodology in improving the NWS river and flash flood forecasting capability. Targeted as one of the pathways to improvement is the distributed hydrologic modeling. Specifically, the Government requires support in (1) addressing the sensitivity of surface-subsurface dynamics of catchment hydrologic response to triangulate irregular networks (TINs) of various detail derived from grid digital elevation models (DEM); (2) investigate the nature of the dependence of simulation results on initialization states; and (3) investigate the control of multiple runoff mechanisms (infiltration-excess, saturation-excess, perched return flow and groundwater) on the runoff nonlinearity and scale dependence. The period of the contract is anticipated to be for one (1) year. Vendors who believe that can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A fixed-price contract is contemplated for this effort. Affirmative written responses must be received no later than 17 days after publication of this notice.
