- Description
- The United States Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service (NWS), Office of Hydrologic Development intends to negotiate on a sole source basis with Hydrologic Research Center, San Diego to provide support in investigations on the effects of parametric and NEXRAD precipitation uncertainty on distributed model simulated data sets to the agricultural end user community. Targeted as one of the pathways to improvement of the NWS river and flash flood forecasting capability is the distributed hydrologic modeling. Specifically, the Government requires the following tasks to be performed: (1) characterize the uncertainty of distributed model simulations as a function of model discretization scale; (2) characterize the reliability of simulations for distributed versus lumped models for the Blue and Illinois Rivers; and (3) assess the potential benefits of distributed model ensemble simulations for agricultural practices. The period of the contract is anticipated from date of award through May 31, 2004. Vendors who believe that can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A fixed-price contract is contemplated for this effort. Affirmative written responses must be received no later than 17 days after publication of this notice.
