- Western Area Power Administration (WAPA) Desert Southwest Customer Service Region (DSW) intends to issue a contract on a sole-source basis to Virtual Consulting under the authority of 41 USC 253 (c)(1) - "only one responsible source" to provide ?SOFTWARE, CRYSTAL REPORTS AND CRYSTAL ENTERPRISE, VERSION 8.5? with the following part no?s.: Crystal p/n VNCPP85, Crystal Enterprise 8.5, professional, Win/NT, Concurrent Access license, 5 EA, P/N VRPXV85, Crystal Reports 8.5-Developer Edition license, 5 EA, P/N VNCSP85, Crystal Enterprise 8.5, Professional, WIN/NT, Concurrent Access, Maintenance, 5 EA, P/N VSENX, Crystal Care Enterprise, Tech Support 100% Small Business set-aside, NAICS 423430. The basis for the sole source award to Virtual Consulting is that they are the only known firm that can supply this software and support. The Government intends to award a firm-fixed price contract. All responsible sources may provide a proposal. See Numbered Notes 22.
