Description

It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis under authority of FAR 6.302 with Destinee Nace, Arlington, VA, for the professional services of encoding syntactic and other information in SPECIALIST Lexicon format in order to increase the size and coverage of the existing lexicon. The period of performance shall be for one (1) year. The period of performance shall be for a base year and one (1) one-year option period. Specifically, the contractor will 1) encode syntactic and other information in lexical records on an ongoing basis according to the specification given in the document ?Specification for the SPECIALIST Lexicon? and deliver the completed lexical records in machine readable form to the NLM in batches according to the delivery schedule, 2) perform quality review of the lexical records to ensure that: lexical records conform to the format, codes and rules for SPECIALIST lexical records; specification for creating lexical records have been correctly followed; and assignment of all available codes and information is complete and accurate, 3) attend regular meetings and maintain close contact with NLM staff to ensure consistency and accuracy in coded lexical records. The NLM determined that Destinee Nace is uniquely qualified to perform the above professional services. Ms. Nace has earned a Master?s Degree in Computational Linguistics. She has received training on the SPECIALIST Lexicon and has one year of experience with the lexicon building task. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms/Individuals interested in responding to this notice must be able to provide the professional services as specified above. Responses should demonstrate the firm/individual?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 03-181/NSD shall be noted on all correspondence to this announcement.
