Description

The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services(CMHS), through the Division of Acquisition Management(DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures to The National Mental Health Association, 2001 N. Beauregard Street, 12th Floor, Alexandria, VA 22311. The anticipated date of award is August 11, 2003. This contract will develop a partnership with a national mental health organization with established local affiliates to develop, implement and compile guidelines for those affiliates to disseminate the 15+ Make Time To Listen, Take Time To Talk...About Bullying program. The contractor shall develop a national plan to disseminate replicated materials, implement the 15+ program, and write community-based practices for the dissemination of prevention based messages on bullying. The 15+ program messages shall be youth violence prevention for the 5-9 year old age group and their parents/care givers, with a special focus on preventing and stopping bullying in an effort to avert school violence situations. Consistent with the mission of CMHS, this contract will develop a model public awareness and dissemination project of the 15+ bullying prevention program, utilizing a national mental health organization with established community-based affiliates. The dissemination project will focus on four unique aspects. The Contractor shall be responsible for but not limited to the following tasks: Development of a national dissemination plan, utilizing existing infrastructure and affiliates, to increase awareness of the issue of bullying and the SAMHSA/CMHS 15+ Make Time to Listen, Take Time to Talk...About Bullying program. Replicate, adapt and distribute all materials from the 15+ bullying program utilizing creative and unique approaches. Implement the multi-media 15+ bullying prevention program utilizing a variety of community based approaches developed for local affiliates. Develop a final report and guideline manual for replication of a multi-media prevention based program for national organizations with existing public awareness and educational infrastructure to accomplish an expanded public awareness/dissemination activities. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
