Description
The Department of Health and Human Services, Office on Women?s Health through the Division of Acquisitions Management, Program Support Center (PSC), has a requirement for professional services to develop and implement a Model Mentorship Program (MMP) as the ?Mentor? and offer technical assistance in the areas of administration and program development. The primary objective is to improve community-based and women?s organizations capacity to deliver HIV prevention services to minority women in both urban and rural environments. The Contractor/Mentor will assist in the development/expansion of at least two (2) community based organizations and will conduct at least four (4) on site technical assistance (2) day sessions per ?Protege ? organization. Funding will be directed to activities designed to deliver services specifically targeting racial and ethnic minority populations impacted by HIV/AIDS. Eligible entities may include: not for profit community-based organizations, national organizations, colleges and universities, clinics and hospitals, research institutions, state and local government agencies and tribal governments and tribal/urban Indian organizations. Faith based and commumity-based organizations are eligible to apply. This general statement is subject to program ,Minority Aids Initiative, (MAI) specific statutory and/or regulatory requirements. The goal is to provide technical assistance in administration and program development that will improve HIV primary and secondary prevention service delivery among women?s and community based organizations. The Government anticipates making multiple firm fixed price awards utilizing FAR Part 13, Simplified Acquisition Procedures, and will incorporate Federal Acquisition Circular 2001-14. The period of performance will be for a 12 month period from date of award. In accordance with FAR 5.102(a)(1) the solicitation will be made available electronically on or about 15 days from the date of this publication. The internet address for downloading the solicitation is http://www.fedbizopps.gov. Any notification of changes to the solicitation (amendments) will be posted on the internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this acquisition. The anticipated release date for the solicitation is August 4, 2003.
