- Description
- The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services(CMHS), through the Division of Acquisition Management(DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures to The National Association of Consumers/Survivor Mental Health Administrators, Department of Health and Human Services, (Folsom & West Prospector Place), P.O. Box 94728, Lincoln, NE 68509-4728. The anticipated date of award is August 11, 2003. The purpose of the contract is to evaluate and revise the draft ?Roadmap to a Restraint Free Environment for Persons of All Ages? staff training guide. This will be accomplished by arranging and conducting pilot trainings - using this training guide - in two distinct and diverse mental health service facilities with approximately 25-30 staff per facility. Feedback from these sessions - including pre and post assessments as well as facility reports of seclusion and restraint prevalence rates - will be used to refine the draft guide and submit a final product ready to distributed and applied widely throughout the nation in various service settings and with various consumer populations. The Contractor shall be responsible for but not limited to the following tasks: Initial Meeting and Project Plan, identify Training Facility Sites and Finalize Training Logistics. The contractor shall prepare and after GPO acceptance, forward invitational materials to all participants approximately six weeks before the meeting. The materials will clearly state the purpose of each meeting and what participants can expect. The contractor will maintain a list of confirmed participants and will issue additional invitations as needed. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
