Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 5.101(a)(2) streamlined procedures for evaluation and solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation F7OPG231830200 is a combined synopis solicitation. This solicitation provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The associated North American Industry Classification System (NAICS) for this procurement is 327910 Contractors size is 500 employees. This acquisition is 100% set aside for small business. The Premise for this contract is ELIMINATION OF HAZARDOUS WASTE. It is the Columbus AFB position and goal to reduce and more so eliminate where possible all hazardous waste generation. This contract shall provide the avenue and means to eliminate hazardous waste from aircraft aircraft component parts and other equipment currently being stripped using all TYPES of plastic media abrasive materials. 40 CFR 262.23 (a) (i) requires Columbus AFB personnel 14 CESCEVC to sign a hazardous waste manifest certification on each shipment of hazardous waste. That hazardous waste manifest binds us to eliminate or reduce the volume of hazardous waste to the maximum extent possible. This provides the vehicle to eliminate the hazardous waste stream currently being generated by paint stripping operations by: (1) Providing for the continuing use of plastic media as an alternative to hazardous chemical stripping. (2) Providing a way to recycle spent plastic media and paint residue containing heavy metals thus eliminating the plastic media hazardous waste stream. This abridged statement of work covers the minimum requirements for a service contract to provide SPENT MATERIAL recycling by the contractor in a facility that is owned by the contractor or is a subsidiary company to the contractor. The performance period is 15 July 2003 through 30 September 2003. The Contracting Officer (CO) will be notified 14 days in advance prior to shipping any spent blast media from Columbus AFB to any facility not belonging to the prime contractor. This coatings removal requirement will be by plastic media blasting (PMB) PMB MIL-P-85891 Type V Grade A will be used on non-composite surfaces. The contractor shall have a product use for the SPENT MATERIAL which is generated at Columbus AFB as a result of PLASTIC MEDIA BLASTING. The contractor shall remove the SPENT MATERIAL for the purpose of recycling only. The contractors SPENT MATERIAL application shall consist of recycling the SPENT MATERIAL by utilizing said SPENT MATERIAL as an ingredient in an industrial process to make a new product in accordance with 40 CFR Section 261.2 (e)(1) (i) of the United States Statute Resource Conservation and Recovery Act (RCRA) Hazardous Waste Regulations which allows the SPENT MATERIAL not to be considered a solid waste. The Contractor shall submit confirmation to the CO that the recycling process is approved in the United States of America that all recycling is taking place in the continental United States and documentation that the EPA has reviewed the process favorably. The recycling locations used by the contractor must be approved for the use of all types of spent blast media. All interested parties must request the full statement of work from the person mentioned below and be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed to the attention of Loyd Childs Contracting Administrator at 662-434-7753. Oral quotes will be accepted at 662-434-7762 or email quotes to loyd.childs@columbus.af.mil. The due date for all quotes is 4 August 2003 by 12:00 P.M. CDT. All responsible sources may submit a response which if timely received will be considered by 14 Contracting Columbus MS. Note that 52.212-1 Instructions to Offerors-Commercial Items applies to this acquisition. Offerors shall complete and present with their offers FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (July 2002).
