- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F73020315161100, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-07 and Defense DCN 04-26. The solicitation listed here is 100% small business set aside. The associated Standard Industrial Classification (SIC) is 7929. The North American Industry Classification System is 235990 and the associated business size standard is $6.0 million. If two or more responsive, responsible and technically acceptable small or HUBZone businesses respond, this acquisition will be 100% set-aside for small business if not, it will be unrestricted. This request for quotation consists of the following: Item 0001:A Protestant Music Director for 10:30 a.m. service. Contractor shall not exceed 12 units per month for either services or rehearsals during any given month and be within a 50 mile radius of Travis AFB. A statement of work will be provided with solicitation or by request. Service at Travis AFB, CA shall be from 1 October 2003 to 30 September 2004. STATEMENT OF WORK 1030 Protestant Service Choir Director A. Overall Position Description: Lead, plan, and organize the 1030 Protestant Service Music Program in the Chapel Center to meet the needs of the 1030 Protestant congregation, working directly with the 1030 Worship Service Pastor. Provide Non-personal Services in this capacity in support of the Protestant Program. B. Specific Responsibilities: 1. Direct the Adult Chancel Choir of the Chapel Center, providing all choral music support on Sundays for the 1030 Protestant Worship Service. Prepare for and conduct regular rehearsals on a weekly basis. 2. Shall conduct rehearsals and provide music for special religious and holiday services, to include Easter and Christmas Cantata/musical or other musical program as coordinated with the 1030 Worship Service Pastor. 3. Assist in the recruitment of chapel participants who have special musical talents, and maintain a roster of such volunteers. 4. Meet with the 1030 Service Pastor periodically to review the service's music program and exchange feedback. 5. Coordinate the selection of musical literature with the 1030 Worship Service Pastor. 6. Prepare rehearsal/performance area. Ensure area is cleaned up and equipment is properly stored, and building is secured in accordance with chapel operating instructions. 7. Maintain current knowledge of Protestant worship music. (Note: Funding is not provided). 8. Demonstrate a personal and professional demeanor and dress consistent with a chapel staff position. C. Location/Time: Place of performance is Bldg. 7766, 200 Hackett Street, Chapel Center, Travis AFB, CA, unless otherwise directed. Arrive at least 20 minutes prior to the event. D. Qualifications: 1. Must have two or more years of experience leading chapel choirs in a Protestant worship setting. 2. Must sight read music and be familiar with Protestant hymns and praise music. E. Determination of Qualifications: Verified by personal interview and/or audition. F. Substitutions: 1. Contractor must arrange for, and compensate, qualified substitutes (approved by 1030 Worship Service chaplain) prior to any absences for services/rehearsals. 2. In the event another choir/singer or guest choir/singer sings at the 1030 Protestant Worship Service, the Adult Chancel Choir may be excused with the approval of the 1030 Worship Service chaplain. 3. Contractor may be excused without pay during the month of July, and shall have no obligation to provide a substitute during his/her absence. G. Payment: 1. Contractor shall be paid with appropriated fund Convenience Checks. 2. Contractor shall be paid per unit. A unit is either a rehearsal or a service. a. Rehearsals - 1 to 1? hours (?Warm-ups? prior to services are not considered rehearsals). b. Services - 1 to 1? hours. 3. Contractor shall not exceed 10 units (services and/or rehearsals) during any given month. 4. Contractor shall be paid if he/she is expected and available to work, but later excused by the chaplain for events such as guest appearances. H. Invoicing: Contractor agrees to submit an invoice to the 1030 Worship Service Pastor no earlier than the end of each month, but no later than the 10th of the following month. I. Taxes: The person awarded the contract is responsible for filing Federal Income Tax and Social Security (State Tax where applicable) on a self-employment basis. J. Duration of Contract: Once the contract is written, it will be effective from 1 October 2003 ? 30 September 2004.
