- This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. This is not a request for proposal and in no way obligates the Government to award a contract. The U. S. Department of the Interior (DOI), Bureau of Land Management (BLM), Idaho State Office is seeking sources capable of providing a wide array of facility support services for recreation areas and roads, including maintenance and minor construction at various and sometimes remote sites throughout the state, including Boise, Idaho Falls, Pocatello, Cottonwood, Salmon, Challis, and Coeur d?Alene Field Offices. BLM intends to perform a cost comparison, pursuant to OMB Circular A-76 and the Department of the Interior Competitive Sourcing Express Review Guide in order to determine the most cost-effective service provider. The Express Review Guide requires us to compare the cost of Government performing these maintenance activities with the cost of performance from four private sector sources. Maintenance of recreation sites includes developed and undeveloped sites such as, but not limited to, campgrounds, trailheads, and trails and involves inspection, cleaning and repairing of fire grills, picnic tables, signs and restrooms, fencing, boat ramps,and performing maintenance of the physical site including interpretative displays.Boise: 8 recreation areas. Idaho Falls: 188 recreation sites in 42 recreation areas. Pocatello: 10 recreation sites. Cottonwood: 57 recreation areas. Salmon: 11 recreation areas. Challis: 12 recreation areas. Coeur d?Alene: 17 recreation areas. Distances to facilities could vary from 10 to over 280 miles from the local field office. Maintenance of both paved and unpaved roads includes rebuilding of roads, cleaning / repairing / replacing culverts and cattle guards. Annual and deferred maintenance are also performed. Challis, Cottonwood, Salmon, Field Offices and Lower Snake River District maintain approximately 200 miles of roads. ALL INTERESTED PARTIES MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS.
