Description
The Navy intends to procure system integrator services necessary to ensure that the four Navy Enterprise Resource Planning pilot projects (NEMAIS, SIGMA, SMART and CABRILLO) are interoperable and can be incorporated into one Navy enterprise design. The period of performance for this effort is anticipated to be August 2003 through March 2004. Efforts will include interoperability activities and lab services for integrating the pilot designs into a Navy standard template. Functional processes include: financial management, program management, I-level maintenance, plant-level supply, wholesale supply, and human resource management. The Navy intends to negotiate and award a delivery order under Blanket Purchase Agreement N00421-00-A-0351 with BearingPoint LLC as the prime contractor and IBM Global Services-Federal and Electronic Data Systems (EDS) as major subcontractors for the ERP System Interoperability effort. BearingPoint, IBM, and EDS as the current Navy Enterprise Resource Planning Pilot System Integrators are uniquely qualified to provide the required effort. The incumbent system integrators have closely worked over the last 36 months with the Navy in bringing the Commercial Off-The-Shelf (COTS) SAP solution to the Navy customer base. In that time they have gained expert knowledge in the Navy business processes and how those legacy business processes align to the SAP COTS industry best practices. The current pilot integrators are the only companies with the background knowledge of the four Navy ERP pilots and the interoperability issues between them. Only the BearingPoint/IBM/EDS team has the knowledge and experience to accomplish the ERP interoperability tasking in the timeframe required.
