Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), Small Disadvantaged, Small, or Large) relative to this North American Industry Classification System (NAICS) Code, 611430. A review of the responses to this sources sought announcement may result in a solicitation announcement being published in the Federal Business Opportunities at a later date. The Fleet & Industrial Supply Center Norfolk, Detachment Philadelphia is considering entering into a service contract for the Navy Personnel Command, Center for Career Development, Millington, TN?s Quality of Life (QOL) Program focusing on family reading initiatives that encourages a full circle of communications throughout a naval deployment. Specifically, the contractor will facilitate the video taped recording of deployed sailors reading to their children and/or other special children in their lives. The contractor will be responsible for presenting various briefs identifying the reading initiative program and its? benefits of participation to Navy senior leadership and their staffs as well as to Navy designated on-board and home front volunteer program coordinators. The contractor will also train the coordinators in program implementation, coaching for the readers, determining the quantity of video orders, and all other aspects of program management. Additional tasks include briefing family support groups, conducting presentations at pre-deployment briefs, and soliciting the local donation of books for use on deployments to promote the widest possible audience for this valuable quality of life initiative. Program cycle is initiated six months prior to deployment and continues through post-deployment reporting. This requirement will also require the contractor to develop tools and methodologies that will enhance the success of the reading program. As part of this task, the contractor will be responsible for automating the training program to the fullest extent practicable. The contractor will also be responsible for incorporating the use of multimedia, to include, but not be limited to, PowerPoint, graphics and video. Responses to this sources sought announcement will not be considered adequate responses to a solicitation, a request to be added to a prospective bidders list or to receive a copy of a solicitation. All interested parties will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. No solicitation is currently available. This is not a request for proposal and in no way obligates the Government to award any contract. Do not send price proposal/ quotes. Interested firms in the above services should submit a capability statement describing how your firm?s unique capabilities can satisfy the Navy?s family reading initiative requirements. Responses to this notice shall also include company name, address, point of contact, phone number, and business size status. In keeping with FISC Detachment Philadelphia/Navy Personnel Command?s commitment to acquisition streamlining, the Navy is considering the use of commercial procedures in the acquisition of the services described above. One of the key elements in effectively utilizing FAR Part 12 commercial procedures involves conducting sound market research early in the acquisition process. In that vein, it is requested prospective firms provide the following information to assist in the collection of market research: a) information concerning the scope, period of performance, and dollar value of actual reading initiative programs you have participated in or are knowledgeable about similar to the one described above. This information should be provided with the capability statement; b) samples of standard commercial practices and/or commercial contract terms and conditions which you may have used in previous commercial contracts which the Government may consider in developing the solicitation and model contract for the above described services. Written documentation addressing the above must not be more than 7 pages in length, single-sided, double-spaced, on standard size paper, using No. 10 Courier New font.
