Description
NAICS Code: 541613 The U.S. Environmental Protection Agency (U.S. EPA), Office of Transportation and Air Quality (OTAQ) intends to compete the following requirement and award a fixed-price Purchase Order under the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The NAICS Code 541613, the size standard is six million dollars. The purpose of this acquisition is to obtain assistance for OTAQ in its efforts to design and implement non-regulatory programs. Under this requirement, the Contractor shall provide technical assistance to OTAQ in improving two specific voluntary programs; Best Workplaces for Commuters (BWC) and Smartway Brand. BWC is a program which was established by the EPA and the Department of Transportation (DOT) to help employers address limited or expensive parking, reduce traffic congestion, improve employee recruiting and retention and minimize the environmental impacts associated with drive-alone commuting. The Smartway Brand will support voluntary programs that reduce fuel consumption, emissions affecting human health and greenhouse gas emissions. The Contractor shall be required to perform the following tasks: Task 1) For the Smartway Brand, the Contractor shall identify new stakeholders, plan messaging and sales approaches to win the support of new stakeholders, and support OTAQ in preparing and conducting successful meetings with stakeholders. Task 2) The Contractor shall develop Smartway Brand promotion strategies for both industry and consumers, develop a launch strategy that leverages EPA resources for maximum impact and actively recruit industry participant. Task 3) For BWC, the Contractor shall develop recommendations for improving program messaging, including providing options and examples of revisions that should be made to existing materials and the website. The Contractor shall also outline and execute a strategy to develop materials and services that will provide more value for program partners and program participants. This Purchase Order is will be awarded on a best value basis using trade-off analysis and is 100% set aside for small business concerns. Small businesses who are interested in this requirement shall submit qualification information to Jonathan Woywod via e-mail at woywod.jonathan@epa.gov. We anticipate requesting quotes fifteen days after this announcement. We will allow ten days for preparation and submittal of quotes.
