- THIS PROCUREMENT IS RESTRICTED TO **HUBZONE CONTRACTORS ONLY** LOCATED IN OREGON AND SOUTHWEST WASHINGTON NO MORE THAN 100 MILES FROM THE PLACE OF PERFORMANCE ACCORDING TO MAPQUEST. Only contractors certified by the US Small Business Administration meeting this criteria shall be considered. The requirement is for the procurement of a construction firm to provide all labor, transportation, equipment, materials and appliances needed for the renovation and expansion of the 911 Federal Building Child Care Center at 911 NE 11th St. Portland Oregon. The scope of work includes but is not limited to the following work: Demolition and tenant improvement of 8,100 S.F. in two separate phases. All work will be completed on the building's first floor. The building will be occupied during the completion of work, therefore, care shall be taken to ensure minimal disruption to tenants. The GSA Southern Service Center policy is for all work to be completed afterhours unless otherwise authorized by the GSA Property Manager. Operations that generate noise or odors must be done between 6:00pm and 4:00am. All personnel will be required to obtain security clearances prior to working on this project. NAICS: 236220 (2002 NAICS) or 233320 (1997 NAICS) The estimated cost of this project is over $1,000,000 for all work phases combined. Award will be a firm-fixed price contract with the procurement method being a competitively negotiated Request for Proposal. The project is being procured using source selection procedures with award being made to the offeror who presents the best value to the Government. The offerors will be evaluated based on the following criteria: 1) Past Performance - contracts of similar scope and cost. Past performance shall include but is not limited to the following: attention to detail, adherence to schedule, cost controls & forecasting. 2) Key Personnel - Both Prime and Subs to include past experience. A resume shall be submitted on each of the key personnel. 3) Price and price related factors. All requests for information regarding this RFP shall be submitted in writing (via email) to the Contracting Officers Representative (COR) Linda Arnold at linda.arnold@gsa.gov . A site visit is scheduled for 2:00pm July 29, 2003 at the construction site. All interested parties must email their planned attendance to the COR prior to the site visit to receive information regarding any important information about the meeting. Upon written request to the COR Drawings and Specifications shall be provided to the contractor on electronic media in AutoCad and Microsoft Word formats. (All drawings shall be deemed confidential and shall only be provided to those with interest in this project. All unused copies shall be destroyed after use or returned to the Government for destruction.) TELEPHONE REQUESTS WILL NOT BE HONORED. All proposals shall contain the following information: references, a list of past projects, resumes, cost proposals and any other information deemed pertinent to understanding a contractors qualification for the work at hand. Proposals shall be submitted in bound form to the Contracting Officer prior to the closing date of August 08, 2003 at 4:30pm.
