- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a refurbished Mass Selective Detector System, as follows: 1. Hewlett Packard - Model 5972 Mass Selective Detector Including: - Hewlett Packard - Model 5890A-II Gas Chromatograph Mainframe - Hewlett Packard - 19251A Split/Splitless Capillary Injection Port with Manual Pneumatics - Hewlett Packard - Model 19243F Packed Column Injection Port with Manual Pneumatics - Hewlett Packard - Opt. 580 HPIB (IEEE-488) GC,Communication for HP ChemStation - Hewlett Packard - Opt. 552 INET GC,(Instrument Network) Communication Board - Dell OptiPlex 1.8G GX260T Pentium III Computer (1.80GHz; 256Mb Ram; 266MHz SDRam; 20GB Hd; Win2000 CDRom) - 17 inch (Non-HP) Monitor (0.28 Multi-Scan) 1 0.00T - Agilent Technologies - Part No. 82350A - PCA/PCI GPIB Card - Hewlett Packard - Product G1701BA MSD Chemstation Software foruse with Windows NT - ProLab ? NIST/EPA/MSDC Library Database 2. Hewlett Packard - 19231E Flame Ionization Detector 3. Hewlett Packard - Model 19232B Thermal Conductivity Detector 4. Valco - 6 port heated gas sampling valve with electronic actuation (includes installation on the above GC) 5. Delivery, Installation and Training The above system shall be refurbished, tested and include a warranty. The provisions and clauses in the RFQ are those in effect through FAC 01-14. The NAICS Code and the small business size standard for this procurement are 334515 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Rd., Cleveland, OH 44135 is required within 30 days ARO. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:00pm on July 25, 2003 to Mary Lou Guthrie, NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation. Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (June 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Mary Lou Guthrie not later than July 22, 2003. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Delivery, Warranty and Training shall also be considered. All items to be brand name or equal. The government shall perform all evaluations based on the documentation provided with each proposal. IT IS CRITICAL THAT OFFERORS PROVIDE ADEQUATE DETAIL TO ALLOW EVALUATION OF THEIR OFFER. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. (See ATTACHMENT) These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
