Description
The U.S. COAST GUARD (USCG) has a requirement to acquire training support services in Gas Carrier Inspector course. The contractor shall develop and provide training on the theory and insight into all the components and instrumentation involved in cargo handling systems aboard modern gas carriers. The training shall include piping diagrams, flow schemes, troubleshooting and decision making in emergency situations. The course shall provide an opportunity for Coast Guard Marine Inspectors to develop their knowledge and skills to provide for effective and efficient inspections of Gas Carriers. The development and training shall include the terminology used, safety precautions and measures, the properties and hazards of liquefied gas, cargo containment systems, identifying liquefied gas tanker types and cargo equipment, reliquefaction and boil-off systems, tank environmental control, and ship to shore interfacing. It is estimated that (1) one (2) two-week course of training will occur annually. This course is for training up to (20) twenty students per class. The contractor shall furnish all facilities, equipment (including Liquified Natural Gas Simulator), materials (handouts, books, etc.), and services necessary to fulfill the requirements of this training and shall provide USCG certification to successful participants upon completion of the course. This contract will be awarded based upon best value to the government and it is anticipated that the contract type will be firm-fixed price with delivery schedule to be ordered via individual task orders as required. Request for Proposal will be issued on Federal Business Opportunities www.eps.gov. The Set-Aside restriction has not been determined on this procurement under NAICS 611699. To be eligible for award, contractor must be registered with the Central Contractor Registration (CCR): www.ccr.dlsc.dla.mil
