Description
SOLICITATION NO. SB1341-03-Q-0668 IS BEING ISSUED AS A COMBINED SYNOPSIS AND REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED PROCEDURES. The National Institute of Standards & Technology (NIST) has a requirement for a Contractor to provide technical expertise to the Office of Fire Prevention and Control (OFPC) of the State of New York (NYS). NYS has enacted the Nation's first legislation to reduce the risk of fire from cigarette-ignited fires. This is to be achieved by limiting the sale of cigarettes to those demonstrating reduced ignition strength. The purpose of this solicitation is to obtain an estimate of the economic impacts of the legislation. The Government anticipates the award of a commercial Firm Fixed Price (FFP) Purchase Order to the offeror whose quotation conforming to the solicitation will be the most advantageous to the Government, price and other factors considered for a six (6) month period of performance. Services to be provided under this FFP Purchase Order are outlined in the Statement of Work (see Addendum 1). All referenced FAR clauses may be downloaded at http://www.arnet.gov/far. The applicable FAR clauses include: 52.212-1 Instructions to Offerors-Commercial Items (OCT 2000), 52.212-3 Offeror Representations and Certifications-Commercial Items (JUN 2003), 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2002), 52.222-49 Service Contract Act-Place of Performance Unknown (MAY 1989), and 52.227-17 Rights in Data-Special Works (JUN 1987). Also the clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2003), applies to this acquisition including paragraph B, subparagraphs: (1) 52.203-6 Restrictions on Subcontractor Sales to the Government with Alternate I (41 USC 253g and 10 USC 2402), (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (19) (i) 52.225-3, (21) 52.225-13, (23) 52.225-16, and (25) 52.232-34. Additionally, paragraph C, subparagraphs: (1) 52.222-41 and (2) 52.222-42. SCA Wage Determination No. 94-2103 (Rev 28) is provided as Addendum 5.
