- SIMPLIFIED ACQUISITION PROCEDURES DATE: JULY 21, 2003 REQUISITION NO: 03M000207 INTENDED SOURCE: ACADEMY FOR HEALTH SERVICES RESEARCH AND HEALTH POLICY (AHSRHP) PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWELVE (12) MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION (SAMHSA) PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO ACADEMY HEALTH CLOSING DATE IS AUGUST 4, 2003. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO STIMULATE A BROAD RANGE OF HEALTH SERVICES AND PUBLIC HEALTH RESEARCHERS TO ADDRESS PRIORITY ISSUES RELATED TO THE PROVISION OF SUBSTANCE ABUSE TREATMENT SERVICES. THE CONTRACTOR SHALL DEVELOP, COORDINATE AND CONVENE THE "INVITED PAPERS" CONFERENCE SESSIONS. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN PLANNING, DEVELOPMENT, AND AUDIO-TAPING OF SPECIALIZED SESSIONS ON MANAGED CARE, HEALTH SERVICES DELIVERY AND SUBSTANCE ABUSE. THE CONTRACTOR IS THE ONLY NATIONAL ORGANIZATION FORMED EXCLUSIVELY TO PROMOTE THE FIELD OF HEALTH SERVICES RESEARCH AND TO STRENGTHEN THE RELATIONSHIP BETWEEN THE USERS AND PRODUCERS OF RESEARCH. THE CONTRACTOR HAS OVER FIFTEEN YEARS OF EXPERIENCE IN CONVENING AND AUDIO-TAPING PRESENTATIONS, AND SUCCESSFULLY DISSEMINATING RESEARCH FINDINGS TO THIS CRITICAL AUDIENCE. THE CONTRACTORS UNIQUE PERSPECTIVE ON THE FIELD OF SUBSTANCE ABUSE HEALTH SERVICES RESEARCH, BOTH IN TERMS OF THE STATE OF SCIENTIFIC PROGRESS AND KNOWLEDGE AND IN TERMS OF WHAT SORT OF INFORMATION IS USEFUL TO THE CONSUMERS OF SUBSTANCE ABUSE HEALTH SERVICES RESEARCH: SCIENTISTS, RESEARCHERS, POLICY MAKERS, AND HIGH OFFICIALS IN THE PUBLIC AND PRIVATE SECTORS. THIS UNIQUE PERSPECTIVE WILL ENSURE THE ATTAINMENT OF CSAT'S GOALS IN ADVANCING KNOWLEDGE ON MANAGED CARE AND SUBSTANCE ABUSE SERVICE DELIVERY SYSTEMS TO APPROPRIATE CONSTITUENCY AUDIENCES. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS.
