SIMPLIFIED ACQUISITION PROCEDURES DATE: JULY 21, 2003 REQUISITION NO: 03M000280 INTENDED SOURCE: HARVARD MEDICAL SCHOOL - UPPER NEW ENGLAND GERIATRIC EDUCATIONAL CENTER - COORDINATING CENTER FOR AGING IN PRIMARY CARE PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TEN (10) MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO HARVARD MEDICAL SCHOOL - UPPER NEW ENGLAND GERIATRIC EDUCATIONAL CENTER - COORDINATING CENTER FOR AGING IN PRIMARY CARE CLOSING DATE IS AUGUST 4, 2003. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO CONDUCT COST ANALYSES DRAWN FROM THE DATA SETS OF THE PRIMARY CARE RESEARCH IN SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES (PRISM-E) PROJECT OF ALCOHOL SCREENING AND BRIEF INTERVENTIONS BY: CONDUCTING COST/MODEL/OUTCOMES ANALYSES FROM THE IDENTIFIED DATA SETS TO DETERMINE THE COSTS OF CONDUCTING SCREENING AND BRIEF INTERVENTION WITH OLDER ADULTS USING THE PRISM-E SCREENING AND BRIEF INTERVENTION MODEL. IDENTIFYING AND DOCUMENTING DATA SETS AND VARIABLES FOR COST/MODEL/OUTCOMES ANALYSES FROM THE DATA COLLECTED FOR THE PRISM-E. GENERATING A REPORT THAT PRESENTS THE COST/OUTCOME ANALYSES OF THOSE WHO ARE ONLY SCREENED, THOSE WHO ARE SCREENED AND RECEIVE INTERVENTION ACCORDING TO STAFF/PROVIDER DELIVERY MODEL AND ITS METHODOLOGIES. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN PERFORMING COST/MODEL/OUTCOMES ANALYSES. THE CONTRACTOR HAS EXCLUSIVE ACCESS TO THE DATA SET AND ITS EXPERIENCE IN THE ANALYSES WITH THIS SPECIFIC DATA SET. THE CONTRACTOR HAS BEEN THE LEADER IN DESIGNING THE PROJECT THUS FAR SO THAT THE COST EFFECTS OF DIFFERENT TREATMENT AND INTERVENTION MODELS(PRIMARY CARE VS. REFERRAL MODELS) COLLECTED STANDARDIZED INFORMATION ON PATIENT OUTCOMES AND COSTS. THE CONTRACTORS BACKGROUND AND INTIMATE KNOWLEDGE OF THE METHODS, PRIMARY CARE MODELS FOR SCREENING AND BRIEF INTERVENTIONS, DATA COLLECTION AND ANALYSES, COST ANALYSES EXPERTISE AND STAFF CAPABILITY AND DEPTH MAKE THE CONTRACTOR A VALID SOLE SOURCE. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
