- SIMPLIFIED ACQUISITION PROCEDURES DATE: JULY 21, 2003 REQUISITION NO: 03H116266 INTENDED SOURCE: MOUNTAIN STATES GROUP PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWELVE (12) MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), HEALTH RESOURCES AND SERVICES ADMINISTRATION PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO MOUNTAIN STATES GROUP CLOSING DATE IS AUGUST 4, 2003. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO MODEL THE CONDITIONS OF PARTICIPATION AND REIMBURSEMENT METHODOLOGIES OF THE FRONTIER EXTENDED SATY CLINICS (FESC) AND THE IMPACT THAT CONVERSION TO FESC WOULD HAVE ON FIVE SELECTED FACILITIES. THE STUDY WILL BE USED TO UNDERSTAND THE CONDITIONS UNDER WHICH THE FESC MODEL IS OR IS NOT FINANCIALLY VIABLE FOR SMALL FRONTIER PROVIDERS. THIS INCLUDES THE IDENTIFICATION OF FIVE FACILITIES THAT HAVE EXPRESSED INTEREST IN CONVERTING TO FESC'S -FOUR IN ALASKA AND ONE IN THE LOWER 48 STATES. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN DEVELOPING A WEALTH OF RURAL HEALTH RESOURCES AND CREATING A UNIQUE CAPACITY TO IMPLEMENT NATIONAL PROGRAMS. THE CONTRACTOR HAS BEEN AN INTEGRAL PART OF THE FRONTIER EXTENDED STAY PROJECT TO DATE AND POSSESS THE INFORMATION NECESSARY TO PERFORM THE MODELING TASKS REQUIRED IN THIS CONTRACT. THROUGH ITS NATIONAL PROGRAM WORK AND RESOURCE NETWORK, THE CONTRACTOR CAN FACILITATE THE DISTRIBUTION AND COLLECTION OF INFORMATION, TO EACH OF THE STATES, AS WELL AS TO RURAL HOSPITALS AND CLINICS. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
