UPDATE: 21 July 2003 Questions and Answers regarding the Statement Of Work (SOW) have been added to the 03R0043 Library (as shown below). UPDATE: Solicitation F33601-03-R-0043 and Attachments #1, 2, 3, 3a, 3b, 4, 5 and 6 were posted on 11 July 2003. The closing date is 1500 hours on Thursday, 31 July 2003. Due to time contraints, all questions regarding the Statement Of Work (SOW) should be submitted within the first 5 days after the RFP is issued (or within the timeframe of 11-15 July 2003). ALL offerors are required to send and track Attachment #3b, Past/Present Performance Questionnaire to three (3) different contractors or subcontractors that they have worked with on recent and relevant programs. Offerors shall make their best effort to ensure that all three of the COMPLETED Past/Present Performance Questionnaires are turned to this office by the RFP closing date and time of 1500 hours on Thursday, 31 July 2003. The North American Industry Classification System (NAICS) Code is 541513-$21M. SYNOPSIS F33601-03-R-0043 PERSONNEL SYSTEMS MANAGEMENT PLEASE NOTE: THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS: 541513 FOR $21M PRE-SOLICITATION SYNOPSIS This is a Pre-Solicitation notification of proposed contractual action prior to the release of Request For Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Section 5.203(a). The United States Air Force, 88th Mission Support Squadron and other units supported by Wright-Patterson Air Force Base, Ohio are requesting proposals for services to perform personnel data computer system support through systems administration. This effort also includes problem solving, work group administration, equipment management and customer service in accordance with all applicable directives, higher headquarters guidance and sound information technology practices. A copy of the solicitation including the Statement Of Work may be obtained from 88th ABW/PKD, Lu Ann Scott, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309; or by electronic email (luann.scott@wpafb.af.mil) by requesting a solicitation to be transmitted by either first class mail or electronically UPON ISSUANCE OF THE SOLICITATION. This acquisition is being conducted in accordance with FAR Part 12, ?Acquisition of Commercial Items?. Time for submission of proposals: Request For Proposals Issuance Date: Friday, 11 July 2003. Proposals shall be received no later than 1500 hours on Thursday, 31 July 2003. The RFP is anticipated to be issued on Friday, 11 July 2003. The resulting contract will be for a basic effort with four one-year options for Personnel Systems Management. This acquisition will be a Small Business Set- aside utilizing procedures under FAR Part 19.5. SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) Personnel Systems Management The United States Air Force, 88th Air Base Wing, Wright- Patterson AFB, OH is seeking potential sources to provide personnel systems management affecting the 88th Mission Support Squadron and Military Personnel Flight. Services shall include but are not limited to provide personnel data computer systems support through systems administration, equipment management and customer service. A proposed Draft Statement Of Work (SOW) is attached to provide respondents a better understanding of the Air Force?s needs and respondent?s potential ability to meet their requirements. The Air Force anticipates eventually conducting a competitive acquisition for this award. This effort is expected to be a basic effort with four one-year options. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business or a woman-owned business. All interested firms shall submit information demonstrating their capabilities to perform the work herein described. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the annual receipts do not exceed $6M. The Air Force reserves the right to consider a small business set-aside based upon responded hereto. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set aside decision. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. Capabilities Package: All interested firms shall submit a capabilities package that explicitly demonstrates capabilities and expertise related to this effort. Capabilities package requirements are to be presented in accordance with the attachment to these sources sought entitled "CAPABILITIES PACKAGE, Personnel Systems Management". Additionally, the response should include the firms understanding of DoD and Air Force organizational structure, roles and responsibilities.
