Description
The Bureau of Reclamation (Reclamation) has a need for the development and presentation of training services specific to the Reclamation Safety and Health Standards (RSHS). The training will consist of 3 phases, I) curriculum development; II) training material package; and III) training presentation to Reclamation employees in Denver, Colorado. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) and using the best value method. The requirement of this best value method is that contractors interested in this procurement have some knowledge of the following areas and must submit a separate package supporting this to be evaluated. Those areas being evaluated, along with price, are: 1) knowledge of Reclamation Safety and Health Standards; 2) an understanding of federal government safety programs; 3) experience with other federal agencies on similar type projects, as related to construction, water, power facilities, etc., 4) knowledgeable on technical issues, common practices, regulatory requirements, and course development; 5) any safety and/or health related experience in construction, utilities, and manufacturing, as well as general industry audits, safety training, project management consulting, development of standard operating procedures, training course design and delivery, and expert witness work; 6) background expertise in education and understanding of adult learning; and 7) identification of any expert recognition in safety and health as evidenced by education and job experience, such as PhD, safety experience in the federal government as it relates to the Reclamation safety program, such as OSHA, Corps of Engineers and public utilities. It is anticipated that phase I and II will commence upon date of award and Phase III training will be done between December 2003 and March 2004. The North American Industry Classification System (NAICS) Code for this procurement is 611430, with a small business size standard of $6.0 Million.
