Description
The Naval Air Warfare Center Test Department intends to procure a Public Warning System comprised of commercial components. This procurement is 100% small business set-aside. System installation, testing and training is also required and shall be considered an integral part of the contract. There are currently three (3) wireless transmitters located in buildings with warning sirens and speakers installed on four, 30 feet (approximately) poles that need to be replaced. The replacement equipment consist of three (3) Remote Terminal Unit (RTU), supporting software and accessories, Part Number: GD6770 (Motorola) or equivalent. The microprocessor based remote terminal unit (RTU) shall be capable of both data acquisition and local data processing, with built-in radio. Each RTU shall be supplied with the following minimum configuration: Mother Board, Power Supply, I/O Bus, Battery, Enclosure, I/O Modules as required, CPU Processor Module and Communications Interface. All RTU hardware, including radio and power supply shall be provided in a weatherproof, lockable, and vandal resistant NEMA 4 enclosure. All materials used in fabricating the equipment shall be new and undamaged. The RTU must operate over an ambient temperature range of -20 to +60 C with relative humidity < 95% @ 50 C. It must meet or exceed EIA standards RS-204B and RS-152B. The RTU shall operate from 115/230 VAC, ? 15%, 50/60 Hz primary power. The RTUs shall be capable of sending warning signal(s) and voice to receiving end speakers and sirens on the poles utilizing frequency range approved by the Ground Electronics Department at Lakehurst Naval Air Warfare Center. The RTU Software shall be based upon a multi-tasking executive system optimized for real-time environments, Motorola?s Object Oriented MTE or equivalent. Application Software shall include a high level, multiple process ladder diagram language. Four (4) Voice Siren Controllers and Amplifiers with Batteries, Motorola P/N GD7362 or equivalent are required and shall be pole mounted with a minimum voice output 115 dB at 100ft. Spare parts for the following are also required; Voice Siren Controller and Amplifier, GD7362 Motorola or equivalent; Power Supply Charger 115VAC/14VDC, 8A, UHF Radio, P/N: FUE 1717 Motorola or equivalent; CPU Module, P/N: Motorola F6936 or equivalent; FSK Communication Interface, P/N: V356 Motorola or equivalent; AC Surge protection and Antenna Lighting Protection. Installation, Testing and Training of all equipment associated with the system shall only be installed and tested by equipment manufacturer?s certified technicians. Training for users is also requested. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select ?Doing Business? and then ?Open Solicitations."
