Description
The Naval Air (NAVAIR) Systems Command, (NAVAIR Lakehurst, NJ) intends to procure thermohumidigraphs to update/replace the current inventory of older model temperature/humidity data loggers/recorders. A Temperature and Humidity Recorder is a device that is capable of measuring both temperature and humidity environmental conditions and then graphically displaying and recording the results. Their principal function is to measure the prevailing ambient temperature and humidity to ascertain if these conditions are within suitable parametric ranges in order to facilitate calibration. This equipment is intended for use by Navy personnel in all shipboard and shore based laboratories to monitor and record the ambient temperature and humidity conditions to ensure compliance with environmental requirements set forth in the Facilities Requirements for Navy Calibration Laboratories Document (17-35FR-06). Furthermore, permanent records of the ambient conditions in a specified area during a specified period of time must be kept for verification and as part of the quality assurance. A Calibration Standards Specification (CSS 07-1084) was developed to define the Temperature and Humidity Recorder performance and use requirements. Highlights of the CSS are listed below. The solicitation will cite two evaluation phases: Phase I will include evaluation of the offeror's proposal in accordance with the evaluation factors cited in the solicitation. Preliminary best value criteria are cited below. Phase II shall consist of bid sample testing from offerors determined to comprise the competitive range after evaluation of Phase I. Offerors selected for Phase II will be required to submit their sample unit/units within 14 days of the Government's request to provide the sample/samples. Best value criteria will consist of: technical, past performance, logistics/warranties, management and pricing. Technical will be significantly more important than other criteria. Ease of use, functionality, technical ratings of firmware/software, display capability and expandability will all be considered as part of the technical evaluation. Award will be made to the best value offeror in accordance with evaluation factors contained in the Firm Fixed Price solicitation. The initial order will be for 137 units and the possibility of a total of 1,250 units over a 3 year period. The Request for Proposals (RFP) will be made available on the following website: http://www.navair.navy.mil/doing_business/open_solicitations/. The estimated issue date for the solicitation is 11 August 2003. Calibration Standard Specification: Temperature Humidity Recorder "Highlights" (Thermohumidigraph) 3.4.1 Electrical Power Source. The Temperature and Humidity Recorder shall operate from a source of 103.5 V AC to 126.5 V AC at 50 Hz and 60 Hz ?5% single-phase input power. All batteries shall comply with the restricted materials requirements as specified in MIL-PRF-28800. 3.4.2 Backup Capability. The Temperature and Humidity Recorder shall have a data backup and retrieval capability in the event of power interruptions. The backup capability shall enable the Temperature and Humidity Recorder to continue measuring and archiving and both temperature and humidity conditions for a period no less than as specified in 3.13.9 during the power interruption. All battery backup power sources must conform, or made to conform, to the additional requirements as specified in MIL-PRF-28800. 3.6.1 Dimensions. The maximum dimensions shall not exceed 12 inches (31 cm) in length (left to right), 12 inches (31 cm) in height (top to bottom), and 8 inches (21 cm) in width (front to back). 3.6.2 Weight. The maximum weight shall not exceed 10 pounds (4.5 Kg). 3.6.6 Connections and Controls. The external electrical power connection shall not be positioned on the bottom or the rear of the Temperature and Humidity Recorder such that the unit cannot be placed onto any horizontal and vertical surface, such as a bench top and wall, respectively. All operating controls shall be on the instrument front panel/display. 3.7.1.1 Warm-up. The Temperature and Humidity Recorder shall comply with the specified performance requirements after a 20-minute warm-up period preceded by a 2-hour not operating temperature stabilization period. 3.7.2.2 Temperature Operating. The Temperature and Humidity Recorder shall conform to all applicable performance and all accuracy requirements while being operated in the range 32 to 120 ?F. 3.7.2.3 Humidity. The Temperature and Humidity Recorder shall conform to the specified performance and accuracy for conditions for both operating and non operating conditions where the relative humidity is 5 to 95?5 percent in the temperature range of 32? to 120?F. 3.9 Calibration Interval. The Temperature and Humidity Recorder shall have a 72% or greater end-of-period (EOP) probability of remaining within tolerances of all specifications at the end of a 12-month period. The manufacturer shall substantiate the calibration interval by providing appropriate stabilization data and/or by association/prior submission. 3.10 Reliability. The design of the Temperature and Humidity Recorder shall be such that under normal use and operation the Temperature and Humidity Recorder does not fail within 1500 hours of operation with a statistical certainty of 95%. Documentation shall be provided. If suitable documentation is not available for the specific Temperature and Humidity Recorder, the Government may authorize the substitution of records from a similar model, provided the manufacturer can reasonably establish the claim that the offered equipment shall provide similar reliability. 3.13.1.1 Temperature Measurement. The Temperature and Humidity Recorder shall be capable of operating, measuring and displaying temperatures with accuracy as indicated in 3.13.1.1.1 through 3.13.1.1.3. 3.13.1.1.1 General Temperature Range. The Temperature and Humidity Recorder shall be capable of measuring temperature over the range 60 to 85 ?F with an accuracy of ?0.5 ?F or better. 3.13.1.1.2 Precision Temperature Range. The Temperature and Humidity Recorder shall be capable of measuring temperature over the range 63 to 73 ?F with an accuracy of ?0.25 ?F or better. 3.13.1.1.3 Overall Temperature Range. The Temperature and Humidity Recorder shall be capable of measuring temperature over the minimum range 32 to 120 ?F with an accuracy of ?2 ?F or better. 3.13.1.2 Temperature Resolution. The Temperature and Humidity Recorder shall provide digital indications of the ambient temperature conditions. The resolution for the temperature indications displayed on a digital display shall be 0.01 ?F/?C, or better. 3.13.1.3.1 Digital Display. The Temperature and Humidity Recorder shall display the ambient temperature conditions in a digital format. The temperature indication must reflect the current ambient temperature to within an interval no longer than 2 minutes. 3.13.1.3.2 Viewing Temperature Data. A Temperature and Humidity Recorder shall permit the user to view all environmental temperature data graphically in successive displays and/or multiple display settings for a period up to, and including, 7 days without having to perform archive data retrieving processes. 3.13.1.4 Temperature Units. The Temperature and Humidity Recorder shall be capable of providing temperature indications in changeable units of degrees Fahrenheit (?F) and degrees Celsius (?C) without having to open the unit or by means other than soft keys. 3.13.2.1 Relative Humidity Measurement. The Temperature and Humidity Recorder shall be capable of operating, measuring and displaying relative humidity with accuracy as indicated in 3.13.2.1.1 and 3.13.2.1.2. 3.13.2.1.1 General Relative Humidity Range. The Temperature and Humidity Recorder shall be capable of measuring relative humidity over the minimum range 20 to 60% with an accuracy of ?3% RH or better. 3.13.2.1.2 Overall Relative Humidity Range. The Temperature and Humidity Recorder shall be capable of measuring relative humidity over the minimum range of 0 to 95% with an accuracy of ?5% RH or better. 3.13.2.2 Relative Humidity Resolution. The Temperature and Humidity Recorder shall provide digital indications of the ambient relative humidity conditions. The resolution for the relative humidity indications on a digital display shall be 0.1% RH, or better. 3.13.2.3.1 Digital Display. The Temperature and Humidity Recorder shall display the ambient relative humidity conditions in a digital format. The relative humidity indication must reflect the current ambient relative humidity to within an interval no longer than 2 minutes. 3.13.2.3.2 Graphical Display Resolution. The Temperature and Humidity Recorder shall graphically display of the ambient relative humidity conditions over a minimum of a 1-hour time period. The graphical display must be updated and/or refreshed with the most current ambient relative humidity conditions to within an interval no longer than 2 minutes. 3.13.2.4 Viewing Relative Humidity Data. A Temperature and Humidity Recorder shall permit the user to view all environmental relative humidity data graphically in successive displays and/or multiple display settings for a period up to, and including, 7 days without having to perform archived data retrieving processes. 3.13.2.5 Relative Humidity Units. The Temperature and Humidity Recorder shall be capable of providing relative humidity indications in percent RH (%RH). 3.13.3 Permanent Record Keeping. The Temperature and Humidity Recorder shall be capable of saving/archiving temperature and relative humidity environmental data for future reference. All environmental data must be identified and correlated with the corresponding time, date and location each measurement was made. The Temperature and Relative Humidity Recorder shall permit the operator to set and/or specify the locations in terms of measurement areas and/or user-defined locations. The Temperature and Relative Humidity Recorder shall also satisfy the following: 3.13.3.1 Data Storage Capability. The Temperature and Humidity Recorder shall have sufficient capability to retain a minimum of 1 year worth of consecutive environmental data. The data must be measured and saved with 1 temperature and 1 relative humidity reading taken at a rate not to exceed 2 minutes. The environmental data stored in memory shall not be volatile or erased/lost upon calibration, maintenance, and/or power loss. Furthermore, there shall be safeguards to prevent accidental erasing/clearing of environmental data. 3.13.3.2 Retrievable Environmental Data. Archived environmental data shall be retrievable and displayed by the Temperature and Humidity Recorder in a manner that satisfies the requirements for both temperature and relative humidity, as specified in paragraph 3.13.1.2 through 3.13.1.4 and 3.13.2.2 through 3.13.2.4, respectively. Viewing the data environmental data shall not interfere, stop, or temporarily pause the measuring and recording capability of the Temperature and Humidity Recorder. 3.13.3.3 Memory Archiving. The Temperature and Humidity Recorder shall have archiving capability for environmental data that is stored in internal memory. The Temperature and Humidity Recorder shall come equipped with any mechanism/device and/or component(s) that are necessary to facilitate the backup process. The environmental data must be retrievable and satisfy the requirements indicated in paragraph 3.13.3.2. 3.13.4.2 Calibration Adjustment. The Temperature and Relative Humidity Reorder shall be capable of being adjusted when out-of-tolerance conditions are observed. Detailed instructions for the adjusting the Temperature and Humidity Recorder shall be provided in the user's manual. 3.13.5 Alarm. The Temperature and Humidity Recorder shall have, at a minimum, one visual and/or audible settable alarm setting for the upper and lower parametric extremities for both the temperature and relative humidity. The alarm condition must remain in effect until acknowledged by the operator. A visual and audible alarm setting for each parametric extremity shall be evaluated for best value. 3.13.6 Exterior Sensor/Probes. The Temperature and Humidity Recorder shall be equipped with sensors/probes that can be detached from the main body of the unit/display for remote monitoring and/or to facilitate multiple calibration by use of an extension cable not less than 18 inches in length. The Temperature and Humidity Recorder shall come equipped with the aforementioned cable. 3.13.7 Data Transfer Capability. The Temperature and Humidity Recorder shall have the capability to transfer archived environmental data from the device to a computer via a removable, portable, data storage device and/or medium. Data transfer shall not interfere with the normal operation of the Temperature and Humidity Recorder. 3.13.9 Backup Capability. In the event of power interruption, the Temperature and Humidity Recorder shall have the ability to continue measuring and retaining/archiving temperature and relative humidity during the power outage period for at least 8 hours. The Temperature and Humidity Recorder shall be capable of displaying the applicable environmental data once the device is energized with electrical power. 3.13.10 Date and Time. The Temperature and Humidity Recorder shall permit the operator to set the date (month, day and year) and time (hour and minute) and to correct, when necessary, for drift. The manufacturer shall provide adequate proof that the maximum drift is 1 minute or less per month.
