Description
FISC Norfolk Detachment Philadelphia intends to issue a Request for Quotation for the provision of medical training and technical assistance services to advance the practice of patient- and family-centered care in the Navy?s Military Medical Treatment Facilities (MTFs) in order to improve satisfaction and retain obstetrics patients in the military health system. Training and technical assistance will be provided regionally at a central training site (TS) and will emphasize Tri-service cooperation among the Medical Treatment Facilities located in the applicable geographical area as follows: Naval Medical Center Portsmouth (TS) (Langley AFB/Ft. Eustis); National Naval Medical Center (TS) (Patuxent River/Ft. Belvoir/Malcom Growe); Naval Hospital Camp Lejeune (TS) (Cherry Point/WOMAC/Seymour Johnson); and Naval Medical Center San Diego (TS) (Camp Pendleton/29 Palms). Training shall consist of four (4), 2-day sessions in Family-Centered Care to MTF staff at each central training site. A Firm Fixed Price Purchase Order is anticipated. Services shall commence on or before 01 September 2003 and continue through six (6) months thereafter. The Government intends to solicit on other than full and open competition basis pursuant to FAR 6.302-1, ?Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements? with Institute for Family-Centered Care, 7900 Wisconsin Avenue, Suite 405, Bethesda, MD 20814. There is no other organization that has provided extensive in-depth educational programming on family-centered care via established tool kits and training protocols that build on Navy Medicine's family centered-care strategic priority articulated by the Surgeon General of the U.S. Navy. Numbered notes 22 and 26 apply.
