- NASA/LaRC has a requirement for training entitled Introduction to ABAQUS and Structural Acoustics Using ABAQUS. NASA/LaRC intends to purchase the items from ABAQUS Solutions Northeast who is the only known responsible source and no other supplies or services will satisfy Agency requirements. ABAQUS is a commercial Finite Element (FE) code that is designed to perform the required structural analyses needs. ABAQUS has advanced linear and nonlinear modeling capabilities, failure analysis capabilities, large independent elements library, materials library, implicit and explicit dynamic algorithms, and automatic analysis procedure controls that require training to use efficiently and effectively. ABAQUS has several advanced capabilities are not available in other FE codes required by researchers. It would take substantial duplication of time and money for another company to provide these products and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 30, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
