- Simplified Acquisition Procedures Date: July 23, 2003 Requisition No: 03M000118 Intended Source: The National Association of Mental Health Planning and Advisory Council (NAMHPAC) Period of Performance: Date of Award through Twelve (12) Months Purpose: The Department of Health and Human Services, Substance Abuse and Mental Health Service Administration, Center for Mental Health Services, through the Program Support Center, plans to award a sole source simplified acquisition to The National Association of Mental Health Planning and Advisory Council (NAMHPAC). Closing Date is August 7, 2003 The purpose of this project is to translate and disseminate selected CMHS Science to Services knowledge products into brief, easy to understand documents tailored specifically to the needs of state mental health planning and advisory council members. The contractor shall track changes in planning council membership, update the existing NAMHPAC database of council members, disseminate knowledge products and follow-up to new council members as they begin their tenure, and shall develop and implement a multidimensional information dissemination and support strategy to assist mental health planning councils in developing infrastructure and processes for encouraging the use of evidence-based practices in the their states. The contractor shall engage its membership of state mental health planning and advisory councils in discussions on the selected topics to heighten the prospects of this information being used. The contractor shall identify the extent to which CMHS knowledge products are actually used by its members in the state planning process and where gaps in knowledge products exist. Lastly, the contractor will identify ways that CMHS can improve its knowledge products for mental health planning and advisory council members and increase how they are used in the state mental health planning process. The period of performance will be for approximately twelve months from the date of award. Interested concerns may identify their interest and submit written documentation that demonstrates the ability to respond to this requirement within 15 days after the date of publication of this notice. This notice is NOT a request for proposals. However, capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses must be in writing and refer to Reference #03M000118 to the attention of Darren Jansen or Joseph Pirrone (within identified). If no affirmative responses are received, the Contracting Officer will proceed to issue a purchase order to National Association of Mental Health Planning and Advisory Councils. The proposed Simplified Acquisition is for services for which the Government intends to solicit and negotiate with only one source (FAR 6.302-1)The NAICS code is 541990.
