- REVIEW HUD FINANCIAL MANAGEMENT SYSTEMS FOR COMPLIANCE WITH OMB CIRCULAR A-127. Sources sought -- The U.S. Department of Housing and Urban Development (HUD) is seeking potential sources interested in small business financial management opportunities, specifically those interested in performing a review of HUD Financial Management Systems to determine compliance with OMB Circular A-127 related regulatory and statutory requirements that include the Financial Manager's Integrity Act, Federal Financial Management Improvement Act, the Joint Financial Management Improvement Program, OMB Circular A-123, OMB Circular A-130, GAO, OPM and Treasury requirements. In this review, nonconforming systems will also be reviewed and checked along with conforming systems to determine the impact of the noncompliance on the status of the agency's financial management operations. Other requirements include: (a) updating the current agency automated self-assessment tool or creating a new tool in MS Word to ensure program offices complete reviews at the end of each fiscal year; (b) ensuring, through a comprehensive review, that system related business processes are fully documented to aid in smoother transitions when employees leave the agency or during mass emergencies. The North American Industry Classification System (NAICS) is 541219 Other Accounting Services, and the Size Standard is $7 million. Solicitation R-DEN-01834 is set aside for small business concerns. Technical qualification submissions will be accepted only from qualified small business offerors that are on the General Services Administration (GSA) Federal Supply Schedules (FSS) 520-13 - Complementary Financial Management Services. HUD intends to award one firm fixed-price contract resulting from this solicitation, and contract duration is for a period of one year from the date of award. Solicitation R-DEN-01834 will be available approximately 15-45 days after publication of this notice. Potential offerors who download copies of solicitations from HUD's Home Page will not automatically receive any amendments to those solicitations.
