Description
NA This is a Sources Sought synopsis for the purchase of a Vertical Wind Tunnel (VWT) in support of the Military Freefall School of the United States Army John F. Kennedy Special Warfare Center and School. The Military Freefall School conducts training opera tions at the United States Army Yuma Proving Ground, Arizona which is the location that the VWT will be erected. The following specifications outline the performance requirements. The flight chamber of the VWT must be 14 feet in diameter and able to lift a jumper with equipment, total weight 360 pounds. The jumper must be lifted high enough off of a safety net so that he can perform basic freefall maneuvers, turns and side slides, without being tethered from above. For safety, the airflow must be wall to wall (no side gunnels). Connected to the flight chamber is a staging area for ten to twelve jumpers that allows easy transition of jumpers into the flight chamber without powering down the fan(s). The fan(s) used to lift the jumper must be mounted at th e top of the tunnel for better performance and energy efficiency. Scheduled maintenance must be less than three total days a year and spare parts, to include fans and motors, must be easily available, less than 48-hour replacement time. The VWT must have a system to reduce speed or diffuse the airflow to lower a jumper that inadvertently goes to an unsafe height in the flight chamber. The VWT must be covered and all weather capable, shielded from sun and rain. The VWT must be easily operated, less than two hours of familiarization training for an operator. As a part of the VWT structure, there should be 3,000 square feet of multi-purpose space for one office, one video review/ training room for 12 jumpers with retraining space for up to four individuals to lay prone, a flight chamber viewing area, and one equipment room. The VWT should require only standard electrical inputs, 480 volts and no more than 1400 watts of power. All interested parties are invited to provide their capabilities and estimated co st to provide the above requirement. This synopsis is being issued for market research purposes. We anticipate that we will develop an acquisition package and issue a commercial solicitation as a result of market information received in response to this synopsis.
