- The U.S. Fish and Wildlife Service (FWS) intends to award a sole source contract to Chem Spray South, Inc. of Gonzales, Louisiana, to furnish certified commercial application, labor, material, equipment and certified commercial supervison to chemically control Salvinia minima at the Saint Catherine Creek National Wildlife Refuge (NWR) in Gilliard Lake and Swamp Lake with Fluridone Liquid and Pellitized Fluridone. Areas to be controlled are as follows: Treatment area is segregated into two areas, areas accessible by airboat and areas inaccessible by airboat. Chemical is to be applied by airboat in an estimated 450 acres of "open water" at a rate of 10.5 ounces liquid flurodine (5% active ingredient) per acre. Chemical is to be applied through a conventional spray system, diluted to a rate of one gallon of Fluridone liquid to 50 gallons of water. This solution should be applied in the water or directly to the floating Salvinia whenever possible, sprayed for thorough coverage. Due to dense woody emergent growth in an estimated 300 acres of the work area, access by airboat is not possible. In order to place fluridone in these areas, palletized fluridone will be used. Pelletized fluridone will be applied aerially with low rate flow spreader at a rate of 6.4 pounds per surface acre to water. Vendor will guarantee chemicals to be applied evenly throughout the 750 acres as per our specifications. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION NOR A SOLICITATION OF OFFERS. A determination not to compete this proposed contract has been made Pursuant to 41 U.S.C. 253(c)(1), as implemented by 6.302-1(b)(1)(i), this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. A determination by the Government not to compete this requirement is solely within its discretion.
