- Department of Commerce Bureau of Economic Analysis Industry Economics Division Electric and Gas Utilities Contract Background The Bureau of Economic Analysis (BEA) produces the Benchmark Input-Output (I-O) Accounts of the United States. These accounts form the basis for BEA's estimates of how industries provide input to, and use output from, each other to produce Gross Domestic Product, or GDP. The Benchmark I-O estimates provide the foundation for other estimates throughout BEA, contributing particularly to the National Accounts. Purpose The Benchmark I-O Accounts of the United States are based primarily on data collected from the quinquennial Economic Censuses by the Bureau of the Census. While there is a tremendous amount of data available from the Economic Censuses, these data are not complete for all industries. An important gap in data coverage by the Economic Censuses for the year 2002 exists for the expenses of electric and gas utilities. This means that little information is available on the quantity and value of goods and services used to produce and distribute electricity, and on the quantity and value of goods and services used to transport and distribute gas. These data are needed to provide accurate and complete estimates of the expense structure of the electricity and gas utilities industries in the U.S. economy. This information would lead to greatly improved benchmark I-O estimates of intermediate purchases for electricity and gas, as well as improved measures of the value added of these industries. Scope of the Work The vendor will provide BEA with expense ratios for gas and electric power generating, transmitting and distributing industries by form of ownership. The industries for which these data will be supplied follow the 2002 North American Industry Classification System (NAICS) industries for electricity and gas: " Hydroelectric power generation (NAICS 221111) " Fossil fuel electric power generation (NAICS 221112) " Nuclear electric power generation (NAICS 221113) " Other electric power generation (NAICS 221119) " Electric bulk power transmission and control (NAICS 221121) " Electric power distribution (NAICS 221122) " Natural gas distribution (NAICS 221210) " Pipeline transportation of natural gas (NAICS 486210) Expense ratios for electric power marketers and brokers in NAICS 221122 are also to be developed by the vendor. For each NAICS industry, the following expense ratios of expenses to gross receipts for calendar year 2002 are to be supplied: Other Categories Investor-owned Publicly-owned Federally-owned Coop-owned Ownership Purchased fuels for generation of electricity: Crude petroleum Natural gas Coal Other Purchased fuels for heat, light, and transportation: Refined petroleum Gas Electricity Other Purchased electricity for resale Purchased gas for resale Purchased office supplies Materials and supplies Payroll Supplements Leased employees Purchased communication services Purchased engineering services Purchased legal services Purchased advertising services Purchased accounting, auditing, and bookkeeping services Purchased repairs - buildings Purchased repairs - equipment Depreciation Rents paid - buildings Rents paid - equipment Purchased data processing and computer related services Taxes and license fees Other purchased services All other operating expenses Gross receipts include receipts from products and services provided, but exclude receipts from investment income. Also for each NAICS industry and by form of ownership, data are to be supplied on employment as of March 12, 2002, and on wages and salaries for calendar year 2002: Employment Wages & Salaries Receipts NAICS Industry (1000's) (in millions of $) (in millions of $) Hydroelectric power generation Private Public, non-Federal Federal Cooperative Fossil fuel electric power generation Private Public, non-Federal Federal Cooperative Nuclear electric power generation Private Public, non-Federal Federal Cooperative Other electric power generation Private Public, non-Federal Federal Cooperative Electric bulk power transmission and control Private Public, non-Federal Federal Cooperative Electric power distribution Private Public, non-Federal Federal Cooperative Natural gas distribution Private Public, non-Federal Federal Cooperative Pipeline transportation of natural gas Private Public, non-Federal Federal Cooperative Milestone Deliverables The contractor shall provide the following deliverables on or before the specified dates: By November 30, 2003 For each industry or industry group, statement of data sources and methodology to be employed shall be provided for " Estimating the expense ratios (including methods used for imputations) for each of the expense categories " Estimating transaction flows for generation, transmission and distribution of electricity (including methods used for imputations) " Estimating transaction flows between natural gas transmission and distribution to electric utilities and to other major category users (including methods used for imputations) By January 31, 2004 " Revised statement of data sources and methodology to be employed, incorporating BEA comments and concerns By April 30, 2004 " Preliminary estimates and draft documentation of these estimates By July 31, 2004 " Revised preliminary estimates and draft documentation, incorporating BEA comments and concerns By September 30, 2004 " Final estimates and documentation of all estimates Government Provided Data and Information There are no government provided data or equipment for this contract. Evaluation Criteria " Timely delivery history and past performance of like previous projects (15%) " Minimum five years' experience working with regulatory and / or financial data related to electric and gas utilities for each staff person to be assigned to working on the project (50%) " Economic modelling expertise (20%) " Staff trained and experienced in collecting, analyzing and synthesizing large data sets (15%) INSTRUCTIONS TO INTERESTED PARTIES: Proposals will be accepted for the next 15 days from date of issuance. Any proposals submitted after the date and time for receipt will be handled in accordance with FAR 15.208 Submission, modification, revision, and withdrawal of proposals. E-mail responses are preferred and should include the Subject US Department of Commerce "BEA-Industry Economics Division Electric and Gas Utilities Data Contract". E-mail responses shall be in MS Word Format. Cost proposals/spreadsheets shall be separate from Technical proposal and submitted in MS Word/Excel Format and include total columns. All offers shall be submitted to the following individual: Alonzo Jacobs, Contract Specialist at the following E-mail address: ALONZO.JACOBS@NOAA.GOV. Proposals are due no later than 10:00 AM, August 7, 2003. Proposals shall include supporting documentation and narratives that explain all cost proposed, projections or, estimates. Award will be made on a "Best Value" basis and in accordance with the Evaluation Criteria listed above which are weighted according to their importance. A Best Value is defined as the offer that results in the most advantageous acquisition decision for the Government. Evaluation of offers will be made by the BEA Industry Economics Division Program Office. In order to facilitate evaluation of Past Performance, offerors who have delivered contracted products/services to public or private sector clients shall identify up to three (3) recent projects of relevance and the following information: 1. Procurement activity address, Procuring Contracting Officer (if a US Government contract), telephone number(s) and e-mail address(es) (if available). 2. Contract number & type of contract. 3. Period of Performance. 4. Brief description of the contract. 5. Description of how previous experience prepared offeror to undertake a contract of the scope, scale and, complexity envisioned in this RFQ.
