- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation number is GS-08P-03-CAC-0081 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The NAICS Code is 517910/$12.5M. Any amendment(s) hereto will only be published in the FedBizOps. The Federal Protective Service, Department of Homeland Security requires an emergency 911-phone system for the Denver Mega Center. SPECIFICATIONS: The system must contain a minimum of the following equipment and capabilities for an e-911 virtual telephone system: Existing system has 11 radio/telephone workstations. The new system must be capable of expansion of both radio and telephone workstations and be capable of managing 15 radio/telephone workstations. Fully redundant ALI (Automatic Location Identification) Controller Database for monitored sites. Eleven Intelligent Workstations: ((Pentium 4, 3.0 GHZ CPU, 512MB RAM, 40 GBHDD (as a minimum), 52XCD-ROM Drive, (DVD if available), Dual Display Video Graphics Board, Keyboard, Optical Mouse)). [The CPUs shall be rack mountable and capable of being located in a separate room from the workstations, monitors, mouse, speakers and keyboard]. Sixteen (16) 18? LCD Color Flat Screen (4U (14 inch) opening) console mounted displays [Rack Mounted]. Six (6) 18? LCD Color Flat Screen Display (dual vertical display is acceptable). Eight (8) new console mounted telephones and four (4) free standing telephones (for the supervisors console) total (for each of the positions) and switch support for eight (8) existing Nortel 2616 telephones in other rooms as overflow telephones. The twelve (12) new telephones are to be the Nortel twenty-two (22) button M3904 telephones with twenty-four (24) (two per position) key lamp modules (each key lamp module has 22 buttons for a total of forty-four additional (to the telephone) buttons at each of these positions) ANI/ALI Two line LCD Display Digital Telephone for Workstations ? Provides Redundancy for CTI Virtual Phone at the call taker positions. CTI (Computer Telephony Integration-Virtual Phone). Eight Nortel 26xx phones in TSD area will be integrated in the system for records, logs and administrative functions. Must be expandable to 25 telephones in the future. CRITICAL FEATURES: The system shall have a Logging/Archive Printer (preferably laser type) and Remote Diagnostics software. CAD (Computer Aided Dispatch) Interface using typical commercial interface technology. HAZMAT Guidelines. Comments function. Search capabilities. Past call retrieval (Last 100 call list or search entire database). Abandoned call trap. Error event log and system monitoring. Trunk status (Pre-answer caller information, color-coded status). Resource Manager (visual on-line Rolodex). Rotation Log (for rotating services - examples are wrecker, ambulance, and taxi). Integrated automatic Baudot only TDD/TTY. Caller ID for administrative lines. Answer Longest-ringing call. Headset Interface for telephone interfaced through the Motorola Gold Elite 400 MHz trunk radio system for at least 11 workstations, and shall be expandable to a minimum of 15 workstations. Instant recall recorder for telephone and radio for 11 workstations, and expandable to a minimum of 15 workstations. Installation with patch panels, racks, cabling, cable routing and state-of-the-art computers and equipment (all hardware except monitors, mouse, keyboard and speakers w/monitor, to be rack mounted at a minimum distance of 50 feet from the nearest workstation. All under floor cabling shall be plenum rated. Elevator telephone automatic Caller ID developed database. Management Information System (MIS). Nortel MLS 1 non-redundant Option 11C switch configured to support the indicated trunks/lines and telephone requirements of the MegaCenter to replace the current configuration and remove the Vodavi system in its entirety. This includes the new MLS server and software for the Nortel system. Two (2) 84? H X 19? W X 30? D racks complete (electrical, fans and cable management) to include the removal of two existing 25? racks. Installed system to be completely integrated with the following: [removed racks to be returned to the government]**Motorola Gold Elite 406-420 MHz Trunk Radio System, **Logging Recorder: Dictaphone [freedom], **All telephone lines currently under the Vodavi PBX system, **All present interfaces to the Center?s Option 81C switch. Extended process with rack mount computer installation provides for the workstation rack mount computers to be mounted in the primary equipment room away from the dispatch operations room, running a single cable to the physical desk location to support a single monitor, keyboard, mouse and audio. (A second cable provides for a dual monitor). This approach allows for a ?cleaner? configuration at the workstation, and gives better access to the back room computers for maintenance. Each call taker position/workstation will have nothing more than a mouse, keyboard, speakers (integrated with the monitor) and monitor(s). All other computer hardware shall be installed in the primary equipment room. Offer shall include the complete installation of plenum rated CAT5 cable and all the equipment necessary to support a remote dual screen configuration. OPTIONS OFFERED: Paging Option; Report Printing Option (system sends to a computer controlled printer to reduce noise, save paper and ribbons); Data Base Maintenance Option; Critical Spare Parts Option; and Spare Work Station Option. DELIVERY AND INSTALLATION: Delivery shall be not later than 90 days, following award by the Government, at the Department of Homeland Security, Denver MegaCenter, Building 53, Denver Federal Center, Denver, CO 80225. The Contractor shall provide all the labor, tools and equipment necessary to install the E-911 System. TRAINING AND OPERATIONS MANUALS: For Dispatchers Supervisors, Train the Trainer and System Administrators. Training session for users/supervisors, train the trainer and advanced session for system administration shall be included in the price and shall be sufficient to allow for at least two individuals to train all users and a system administrator to properly maintain the system operation with minimal technical support from the contractor. DOCUMENTATION: System Documentation ?as installed?; three hard copies and one copy in current AutoCAD format [either CD or Floppy Disk]. TESTING AND ACCEPTANCE: Acceptance testing before final payment is made. WARRANTY: Local maintenance support. First year technical support and full warranty to be included in the price. Contractor shall be capable of supplying all replacement parts within 48 hours of verbal request for replacement from the Contracting Officer's Representative. Offers shall include a properly completed and signed Standard Form 1449. The firm-fixed-price for CLIN 0001 shall include the price for a complete E-911 Virtual Telephone System, including training and installation. SECURITY REQUIREMENTS: The successful offeror will be required to complete GSA Form 176, Statement of Personal History, and FD-258, Fingerprint Cards for all employees working on the job site before work commences. The following provisions and clauses are hereby incorporated by reference: FAR 52.212-1 (OCT 2000) (provision) "Instructions to Offerors - Commercial Items"//FAR 52.212-2 (JAN 1999) (provision)"Evaluation - Commercial Items" (1) Technical Proposal (60%). Offerors shall submit 3 copies of their technical proposal of the equipment and turnkey operations. (2) Past performance (40%). Offerors shall submit one copy with a minimum of 3 references with points of contact for similar work in the field. Offerors shall include a description of the company and service organization. (3) Price (Submit 3 copies). Offeror shall include a cost breakout for the E-911 system, installation and training. In addition, provide a price for each of the following: Paging Option; Report Printing Option; Data Base Maintenance Option; Critical Spare Parts Option; and Spare Work Station. Technical (criteria 1) and past performance (criteria 2) when combined, are more important than price. //FAR 52.212-3 (JUNE 2003) (provision) "Offeror Representations and Certifications - Commercial Items" NOTE: Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3. //FAR52.212-4 (FEB 2002) (clause)"Contract Terms and Conditions - Commercial Items, //FAR 52.212-5 (JUNE 2003) (clause) "Contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items including the following additional FAR clauses referenced in FAR 52.212-5, subparagraphs (b)(5), (16), (17), (18), (19), (21) and (30). Award will be made to the offeror presenting the best overall value to the Government. Offers shall be evaluated in accordance with the Test Program procedures at FAR 13.500. The Government reserves the right to make award without discussions. Offeror shall provide the following information in writing (e-mail acceptable) their company's name, mailing address (no post office box), telephone number and contact when requesting a copy of the drawing. Offerors will be required to return the drawing to the Contracting Officer within 3 weeks after notification of the successful offeror. Failure to return the drawing may preclude offeror from participating in future acquisitions with the Dept. of Homeland Security.
