Description
The Centers for Medicare and Medicaid Services intends to award, under Simplified Acquisition Procedures, on a sole source basis a firm fixed price award to Stanford University School of Medicine, Hispanic Center of Excellence, 851 Welch Road, Suite 115, Palo Alto, California 94304-5740. The purpose of this project is to increase the capacity of Hispanic faculty, fellows, and scholars conducting health care services research. The objectives of the project are to: 1) select and train 55 Hispanic researchers on how to write health services research grants, 2) increase the number of Hispanic researchers applying for health services research grants, 3) increase the success rate of participants who apply for a health services grant award, 4) increase the number of health services research grants on Hispanic health services topics, 5) increase the number of well-trained competitive minority researchers, 6) examine successful grants that have been written to learn more about the mechanics of writing a fundable grant proposal, 7) provide Hispanic researchers with the tools and skills needed to prepare and submit competitive research grants, and 8) enhance the capacity of Hispanic researchers to work with CMS All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis. This workshop will provide opportunities for this Hispanic Serving Institution and its staff to work with CMS?s staff to help develop a greater understanding of increasing the number of Hispanic researchers in carrying out health services research activities. One important way is through a grant writing workshop. A greater awareness and involvement of Hispanic researchers in CMS programs will serve four important purposes: 1) to conduct research on issues that have an impact on the health status of the Hispanic Americans. 2) To serve as a bridge between CMS and Hispanic researchers that has a significant impact on the health of Hispanic Americans. 3) To increase the pool of Hispanic researchers available in carrying out the research, demonstration, and evaluation activities of CMS. 4) To fulfill the spirit of Executive Order in which the President has order federal agencies to support the development and increased the utilization of the resources that exist for Hispanics. Stanford University School of Medicine sponsors the Hispanic Center of Excellence (HCOE). As such, the HCOE supports the development of medical students, fellows, and faculty pursuing research in the area of minority health. In fact, a total of 31 Hispanic faculty and researchers are based at the School of Medicine. Specifically, the HCOE sponsors a Hispanic fellowship, faculty research stipends for travel and professional presentations, and faculty development program activities such as scientific writing, mentorship, and teaching. Stanford University is also home to the Chicano Research Center, which sponsors research that spans the social, economic, and health policy arenas. Hence, Stanford HCOE is in a unique position to sponsor a grant writing workshop because of the presence and leadership of Hispanic researchers, national networking among other Hispanic serving institutions, and the quality of research resources available. Stanford University School of Medicine, Hispanic Center of Excellence has the expertise in planning, design, development, and implementation of programs focusing on assessing barriers to care and differences in health status of Hispanic American populations and improving health outcomes for this minority population. This Hispanic Service Institution has the necessary experience and unique capability to put on this type of workshop. CMS staff determined that Stanford University School of Medicine, Hispanic Center of Excellence is unique in its ability to sponsor this conference for Hispanic researchers due to its expertise in health professions, conference planning, and centralized location. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
