- Description
- The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) anticipates awarding a contract for a Pavement Management Software Program and associated engineering services to customize it for EFLHD use. The Eastern Federal Lands Highway Division is responsible for providing transportation engineering services for planning, design, construction, and rehabilitation of the highways and bridges on, or providing access to, federally owned lands. The EFLHD is one of three offices of the Federal Lands Highway Office (FLH), which provides training, technology, engineering services, and products to its customers. Pavement and bridge inventory surveys and condition assessment studies are examples of the types of engineering services provided by the FLH. Under a Memorandum of Agreement (MOA) with the National Park Service (NPS), the FHWA has conducted a complete inventory of all paved roads within the NPS road network (estimated at approximately 5,500 miles) within a program established in 1994 called the Road Inventory Program (RIP). The RIP is managed by EFLHD office in Sterling, VA. In order to make full use of the attribute data collected through the RIP, EFLHD seeks the services of a consultant to implement a pavement management software system that will analyze the available pavement data and produce various engineering, optimization, and economic reports. As part of the implementation of the software, the consultant will be required to provide engineering services to support the development of the pavement management analysis models. The Statement of Work and desired software characteristics should be issued on or about August 8, 2003. All documents can be directly downloaded from this website. Although this solicitation is open to all firms, the following is provided for minority, women, and disadvantaged business enterprises only: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provided accounts receivable financing. The maximum line of credit is $500,000.00.
